A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING A GRANT FROM THE U.S. ECONOMIC
DEVELOPMENT ADMINISTRATION FOR ROAD AND
INFRASTRUCTURE IMPROVEMENTS AT WATSON ISLAND;
AND AUTHORIZING THE CITY MANAGER TO EXECUTE
THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, TO IMPLEMENT ACCEPTANCE
OF SAID GRANT.
WHEREAS, Watson Island is the focus of continued economic
development activity sponsored by the City of Miami and private
developers; and
WHEREAS, Watson Island is located within a designated
Economic Development District and part of the City's Empowerment_
Zone; and
WHEREAS, the Department of Real Estate and Economic
Development has submitted a timely pre -application and full
application to the U.S. Economic Development Administration in
the amount of $432,000 federal funding with $108,000 in local

share match funding for completion of road and infrastructure
improvements at Watson Island; and
WHEREAS, the U.S. Economic Development Administration has
awarded the City of Miami a $432,000 grant to fund road and
infrastructure improvements needed at Watson Island; and
WHEREAS, said grant will be administered through the U.S.
Economic Development Administration;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section Y. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The City Manager is hereby authorized!' to
accept the aforementioned grant and execute the necessary
documents, in a form acceptable to the City Attorney, to
implement acceptance of said grant.
Section 3. This Resolution shall become effective

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
accepting a grant from the U.S. Economic Development Administration (EDA) in the amount of
$432,000 to complete road improvements on Watson Island, and authorizing the City Manager to
execute the necessary documents to accept said grant.
BACKGROUND:
On June 1", 1999, William J. Day, Jr., Director, Atlanta Region of the U.S. Economic
Development Administration, invited the City of Miami to submit a full application in response
to a previously filed EDA pre -application for roadway and infrastructure improvements at
Watson Island. The Department of Real Estate and Economic Development, assisted by the
Department of Budget, prepared the application for EDA funding consideration.
On September 20`'', 1999, Mr. Day officially approved the full EDA application for federal
funding in the amount of $432,000. Required matching funds in the amount of $108,000 have
been obtained from the Florida Inland Navigation District and from the Miami -Dade County
Safe Neighborhood Bond Program.
The EDA funding will permit the City to complete approximately 812 linear feet of interior
roadway and infrastructure improvements on the north side of Watson Island. This project
further implements the City's 1996 Watson Island Redevelopment Plan and will complete the
north side roadway recently constructed by the Florida Department of Transportation that
provides access to the proposed Parrot Jungle and Gardens project, the Miami Yacht Club, the
Miami Outboard Club, and the public boat ramp facility which is undergoing renovation.
