WHEREAS, pursuant to Resolution No. 99-701, adopted September 28, 1999, the contracts of existing economic development agencies were extended through November 30, 1999; and WHEREAS, the City Commission directed the Administration to prepare legislation to fund existing economic development agencies that had met programmatic performance requirements in the 24th Year Community Development Block Grant through September 30, 2000; and WHEREAS, use of Community Development Block Grant funds complies with all applicable rules, regulations or laws regarding Clry OOMMSSIOtd MEETMG OF NOV 1 6 1999 lineolution No. R! z same as approved by the Director of Community Development; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The allocation of funds, in the amount of $1,141,394, from Twenty-fifth (25th) Year Community Development Block Grant Funds for the continuation of services provided by existing Economic Development agencies for the period of December 1, 1999 through September 30, 2000, at the specific amounts and for the community -based neighborhood organizations as identified in the chart, attached hereto and made a part hereof, are hereby authorized and directed. Section 3. The City Manager is hereby authorized!' to execute agreement(s), in a form acceptable to the City Attorney, with community -based neighborhood organizations for said The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable provisions. City of Miami 25th Year Economic Development Recommended Funding Levels October 1, 1999 through September 30. 2000 0 Z3 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM is TO: Honorable Mayor and o aTE : NOV - Z J999 Member f the City Commission FILE: SUBJECT: 25`h Year CDBG Funding for Economic Development FROM: Agencies City Manager REFERENCES: City Commission Meeting ENCLOSURES: of November 16, 1999 MCOMMENDATFON It is respectfully recommended that the City Commission adopt the attached Resolution, allocating Twenty-fifth (25`h) Year Community Development Block Grant (CDBG) funds in the amount of $1,100,396 to continue Economic Development for the period December 1, 1999 through September 30, 2000; and further authorizing the City Manager to enter into agreement with approved agencies in a form acceptable to the City Attorney. BACKGROUND At its meeting of September 28, 1999, the City Commission adopted Resolution No. 99- 701 that authorized the continuation of CDBG funding for existing economic development agencies through November 30, 1999. The City Commission further expressed its intent to provide funding to economic development agencies that had satisfactorily met programmatic requirements of 24t' Year CDBG contracts and extensions through September 30, 2000. At that time, the Administration advised the City Commission that it would assess the Program performance of each agency and prepare legislation for consideration in accordance with the Commission's direction. The Administration further advised the Commission that it would publish the appropriate public notices to comply with federal regulations. The Department of Community Development has completed its performance assessment of the economic development agencies and published the required public notice in accordance with federal regulations. The attached chart provides an overview of the specific funding recommendation and Performance assessment by agency. It also includes an allocation of $372,900 for the actual cost of the fagade improvements. As directed by the City Commission. the funding recommendation is based on each organization's compliance with performance requirements for the contract that terminated September 30, 1999. The recommended funding level is based on each agency's approved allocation from previous years, which ranges between $50,000 and $150,000, combined with earned incentive payments from 99- 864 the prior contract term. Historically, incentive payments have been awarded for surpassing .minimum program requirements. For several years, the traditional formula used to calculate incentive payments awards $250 for each additional fagade improvement in excess of the required minimum and $1,500 for each additional National Objective in the technical assistance category. In addition to the specific allocations to economic development agencies identified on the attached chart, the funding recommendation includes a set aside of $50,000 for the Model City and Overtown Community Revitalization Districts. The table below clearly demonstrates that the fagade program has been ineffective in .these neighborhoods. Therefore, it is further recommended that the Departments of Community Development, Economic Development and Planning develop pilot projects in these areas to implement other strategies consistent with the Five Year Consolidated Plan that are designed to more effectively stimulate economic revitalization in these neighborhoods. However, the Coconut Grove district has succeeded in meetin technical assistance National Objectives and the restructuring g ynwood and Edison Little River programs provides the optimistic expectation that t the program 11 be more effective in these areas. As a result of the Department of Community Development's performance assessment of existing economic development agencies, Community Development encies, the St. John Corporation did not meet performance requirements and is not recommended for continued funding. As shown on the attached chart, St. John Community Develoment p �'9-- 864 Corporation was required to complete twenty (20) Commercial Facades and/or ten (10) National Objectives. However, the Agency achieved a 20% performance rate, completing four (4) of the required twenty (20) facades. It is important to stress that this funding recommendation is based exclusively on compliance with performance requirements and that all awards are subject to an agency meeting contractual requirements and criteria. As an example, a contract will not be executed with an organization that is in default of a previous City contract, has been debarred or has not met financial obligations owed to the City. Included among the agencies recommended for funding on the basis of meeting performance requirements is the Coconut Grove Local Development Corporation. However, the Department of Community Development is currently working with this Agency to resolve issues relating to questioned reimbursement costs identified in a previous City contract. As a result, a contract will not be processed with this organization until this matter has been satisfactorily reconciled and the Coconut Grove Local Development Corporation meets all contract criteria. Finally, it must be noted that the commercial loan program administered by Miami Capital Development, Inc. (MCDI) was not included among the agencies reviewed in this assessment of economic development activities. The Department of Community Development is conducting an independent review of MCDI that includes an analysis of MCDI records to assess the Agency's loan processes, financial status, internal controls and compliance with federal regulations. Following the completion of this review, the Administration will provide a recommendation for City Commission consideration regarding the commercial loan program. The proposed resolution continues the funding of existing economic development �' agencies, as identified on the attached chart, that have met 24Year programmatic requirements, establishes funding for special pilot projects in areas where the fagade program has historically been ineffective, provides funding for the actual cost of the fagade improvements, and authorizes the City Manager to enter into agreement with approved agencies, in a form acceptable to the City Attorney. They may reside in their natural homes, group or foster homes, or In semi-independent diving facilities. 98% ofourpart/cipants are clients from The Department of Children & Families -Developmental Services Program. The ethnic composition ofour part/c/pants is 47% African American, 38% H/span/cs and 15% Anglo. SERVICES PROVIDED: A.D.E. MAIN BRANCH, provides a state of the art Developmental Training Program, which offers: Survival Skills Training, Functional Math & Academics, Socialization Skills Training, Hygiene, and otherskills necessary to fosterI d pen eMce Oueni, academic instructors are provided, in partnership with, The Dade County Pub/ic School System. THE WORKEXPER/ENCENOCA TIONAL TRAINING CENTER, is also a very important companeni. Contract Work/s procured from area businesses such as- Bentleys Luggage, American Gift, Bad/a Spices, Plastic Card, etc. Ourpart/clpants are able to gain work experience /n: assembly, collating, heat seal/ng, packaging, inserting, etc., while in a supervised environment. Miami Ave. Miami, Fla. SCOPE OF WORK AND GENERAL CONDITIONS; ALL EXTERIOR PAINT WORK IS WARRANTY FOR SEVEN PEARS AGAINST PEELING, BLISTERING, AND CHALKING BY BLUE SKY PAINTING, AND THE SHERWIN-WILLIAMS COMPANY FOR ALL LABOR AND MATERIALS. Work consist of re -painting all exterior stucco surfaces, paint rear door, perimeter concrete fence on both sides, metal gate, metal doors, security iron bars, concrete stairway, including steps, elevator door, and city required Permit. Items not included for painting are, sidewalks, window frames, roof, floors, interior, all previously unpainted surfaces other than specified. STUCCO REPAIR; Bonding Compound - Thorobond by Thoro products Bonding Agent - Acry160 by Thoro products Stucco Repair - Thoro stucco over scratch and brown coat of Portland cement. A. All existing spalled or hollow sounding stucco will be repaired by chipping off all delaminated stucco with chisel and hammer clean existing surface to receive new stucco for proper bonding. Surface must be structurally sound and clean, free of oil, grease, wax, dust, sand, or dirt, liatance, paint, efflorescence, curing compounds, form release agents and base materials of any kind. B. Coat prepared surface with THOROBOND by Thoro products, bonding compound for new stucco to properly bond with existing concrete surface. C. Apply a scratch coat of Portland cement over prepared surface, Add ACRYL 60 by Thoro products as in stucco mix, match existing stucco finish as close as possible. Allow to dry and cure. SURFACE PREPARATIOILI AND APPLICATION PROCEDURES; A. Apply a solution of one part bleach to three parts water to any area showing mildew. B. Pressure wash all surfaces to be painted using a commercial strength pressure washer at a minimum 3,000 PSI at a flow of 3.5 gallons of water per minute, and no more than twelve inches away from substrate as to remove all dirt, old or deteriorated paint, mildew or any other surface contaminants. Allow all pressure washed areas minimum 24 hours to dry. All debris will be discarded and area left clean. C. All masonry surfaces to be painted will be coated with one coat of primer using SHERWIN-WILLIAMS LOXON PIGMENTED PENETRATING SEALER, as per label instructions and allow to dry 24 hours. Tool joint in a professional manner to insure proper adhesion and workmanlike appearance. All windows shall be recaulked 360 degrees. E. All hairline cracks (less than 1/16") are to be detailed with ELASTOMERIC PATCHING COMPOUND on both sides and crown center directly over crack approximately 1/16" to allow for thermal movement. Match existing stucco finish as closely as possible. All cracks greater than 1/16" are to be routed open to form a U or V shape, dusted clean, than packed with SHERWIN-WILLIAMS C-1050 caulk , allow to tack cure, then apply a detailed coat of texture brush grade ELASTOMERIC PATCHING COMPOUND over repair to match existing stucco finish as closely as possible. All masonry surfaces including cleaned out cracks are to be coated with one coat of SHERWIN-WIILIAMS LOXON PIGMENTED PENETRATING SEALER as per label instructions prior to cracks being filled with any patch or caulking material. After crack repair is fully cured, apply one coat of SHERWIN-WILLIAMS SUPER -PAINT SATIN. F. All stucco surfaces will then be painted with one coat of SHERWIN-WILLIAMS SUPER -PAINT SATIN finish. G. All metal surfaces will be wire brush scraped to remove all oxide, then cleaned prior to coating with two coats of SHERWIN-WILLIAMS INDUSTRIAL ENAMEL PAINT. No paint shall be applied if raining, fog or mist, or if air temperature is below 50 degrees F, or immediately following rain or frost, dew or condensation has evaporated. All materials shall be applied uniformly, free from runs, sags, wrinkles, streaks, shiners, or brush marks. Up to two 4x4 color samples will be supplied for signature approval prior to start of job. The painting crew must have easy access to all areas to be painted. The work will be done in a continuous basis, weather permitting. All labor, materials, and equipment are included in price.
