A RESOLUTION OF THE MIAMI CITY COMMISSION
EXPRESSING DEEPEST SYMPATHY AND SINCEREST
CONDOLENCES OF THE CITY COMMISSION ON BEHALF
OF THE CITY OF MIAMI AND ITS CITIZENS TO THE
FAMILY AND FRIENDS OF JOE LANG KERSHAW, SR.,
UPON HIS UNTIMELY DEATH.
WHEREAS, Joe Lang Kershaw, Sr., a nationally renowned
Florida legislator, a teacher in Miami -Dade County, and a
athletic coach in both Miami and Tallahassee, Florida, died on
November 7, 1999; and
WHEREAS, Mr. Kershaw gained national prominence in 1968 when
he won a seat in the Florida House of Representatives, becoming
the .first African -American to do so since the Reconstruction
period; and
WHEREAS, Mr. Kershaw was reelected to said seat six times,
and during his tenure he introduced legislation that established
the Florida Human Rights Commission which continues to monitor
and address racial and cultural discrimination in Florida; and
WHEREAS, Joe Lang Kershaw, Sr. was an advocate for the poor,

the working class, for the youth seeking to be educated, for the
men and women who had no voice in the system, for the State's
only historically Black College, for the Florida A & M University
("FAMU"), and the students and graduates of the FAMU, and for the
community men and women and their families who only wanted to
"fish with their Cane Poles and not have to be taxed to catch
their dinner"; and
WHEREAS, during his term of public service and as Chairman
and Vice Chairman of the Elections Committee of the Florida
Legislature, Mr. Kershaw's was also responsible for reform of the
Florida Election Code; and
WHEREAS, it is the desire of the City Commission, on behalf
of the City of Miami. and its citizens, to express its deepest
sympathy to the family and friends of Joe Lang Kershaw, Sr.;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. On behalf of the citizens of the City of
Miami, the City Commission hereby conveys to the family and
friends of Joe Lang Kershaw, Sr., its deepest sympathy and
sincerest condolences upon his untimely death.
Section 2. This Resolution shall become effective
