HomeMy WebLinkAboutR-99-0800J-99-883 10/14/99 RESOLUTION NO. 8 0 0 A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A POI.,ICY THAT ALLOWS EACH COMMISSIONER TO INTRODUCE A FEE WAIVER FOR ONE PARADE, FESTIVAL OR SIMILAR EVENT IN HIS/HER DISTRICT FOR ANY FISCAL YEAR. WHEREAS, a fiscal crisis was identified in the latter part Of 1996 that seriously compromised the future of the City of Miami; and WHEREAS, the City Commission, soon thereafter, established a Policy to eliminate any fee waivers for any fiscal year; and WHEREAS, the City has begun to recognize an improved financial health as recognized by the Financial Oversight Board, the bond rating agencies and the City Administration; and WHEREAS, the City Commission has directed the Administration to create a policy which would allow each Commissioner to introduce one parade, festival or similar event within his/her CITY COMMWSION MEETING OF Q C; T 2 S 1999 Resolution No. 9 9- 800, district to be considered by the Commission for a waiver of fees; and WHEREAS, the waiver of fees associated with a parade, festival or similar event shall be limited to administrative fees and permits associated with Police, Fire/Rescue and Public Works; and WHEREAS, overtime costs shall not be waived pursuant to this resolution; and WHEREAS, the district form of government creates an opportunity for each Commissioner to become thoroughly involved with a community and, thereby, recommend an event that should receive a waiver; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The members of the City Commission hereby establish a policy that each City Commissioner shall have the 2 99-- 800 Y opportunity to introduce one parade, festival or similar event for consideration of a fee waiver for any fiscal year; Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor!' PASSED AND ADOPTED this 26th day of Oct�L r 1999. If the Mayor vetoes this resolution, it shall become effective immediately upon override of the veto by the City commission. - 3 - 99-- 800
