A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE LITTLE ACORNS CHILDREN
AND FAMILY PROGRAMS, INC., AND ALLOCATING FUNDS
THEREFOR, IN AN AMOUNT NOT TO EXCEED $15,000, FROM
THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS
690001, 690002, AND 690003, SUCH EXPENDITURES
HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS
COMPLYING WITH THE U.S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING," AND
FLORIDA STATE STATUTES, CHAPTER 932.7055, AS
AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Little Acorns Children and Family Programs,
Inc., provides highly structured training programs, targeting
children ages 8-11 and their parents, to assist in building self-
esteem, develop character, social skills, parenting skills,
family bonding and trust, and drug and crime avoidance; and
WHEREAS, this shall be accomplished through five discreet
training programs that work together: Little Acorns Family
Training Program, Homework Club, Mighty Oaks Service Club, Mighty

Oaks Family Empowerment Workshops, and KIDS 'n COPS 'n KITES
Mentoring Program; and
WHEREAS, these programs are school -based, free of charge and
offered in three languages; and
WHEREAS, the funds will assist with cost associated with the
implementation of the Little Acorns Program in two local
elementary schools, the locations of which will be announced at a
later date; and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding for the Little Acorns Children
and Family Program, Inc., is hereby authorized, with funds
therefor, in the amount not to exceed $15,000, hereby allocated
from Law Enforcement Trust Fund, Project Numbers 690001, 690002,
and 690003, such expenditure having been approved by the Chief of

Police as complying with the U.S. Department of the Treasury's
"Guide to Equitable Sharing" and Florida State Statutes 932.7055,
as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!/

RECOMM EDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing funding, in the amount of $15,000, for the Little Acorns Children & Family Programs,
Inc. Funding is to be provided from the Law Enforcement Trust Fund, from Project Numbers
690001, 690002, and 690003.
BACKGROUND:
The Miami Police Department is committed to the education and development of the youth of our
City. The Little Acorns Children & Family Program, Inc. is a local non-profit company which
provides Highly structured training programs, targeting children ages 8-11 and their parents, to help
build self-esteem, develop character, social skills, parenting skills, family bonding and trust, and
skills in drug and crime avoidance. This is accomplished through 5 discreet training programs that
work together: the Little Acorns Family Training Program, Homework Club, Mighty Oaks Service
Club, Mighty Oaks Family Empowerment Workshops, and KIDS 'n COPS 'n KITES Mentoring
Program. These programs are school -based, free of charge, and offered in three languages.
The Little Acorns Family Training Program takes place in the afternoon and evening hours at local
schools. It is a ten -week training program that strengthens families and family members as a
strategy against juvenile delinquency. Parents, participating in the aforementioned program, may
utilize the Homework Club that provides child services (baby sitting) and tutoring/homework
assistance for the school -age kids. As a follow-up for Little Acorns graduates, the Mighty Oaks
Service Club provides community service projects, opportunities to bond with positive peer groups
in joint projects, and large -group attendance workshops for children and parents. Brush -up
meetings on parenting skills taught in Little Acorns and informational/training workshops for
children and parents are provided through the Mighty Oaks Family Empowerment Workshops.
Lastly, the KIDS 'n COPS 'n KITES Mentoring Program is a mentoring service to juveniles, most
of whom are high -risk. This project teaches children that police officers are their friends and not
their enemies.
This funding will assist with costs associated with the implementation of the Little Acorns
Program in two local elementary schools to be announced at a later date.

The Police Department has reviewed your request for financial support, from the Law Enforcement
Trust Fund (L.E.T.F.), for the Little Acorns Children & Family Programs; Inc.
In response to the aforementioned request, please be advised that I Have authorized a contribution
in the amount of $15,000. Legislation, however, must be submitted to the City Commission for
final approval. This funding recommendation is tentatively scheduled for discussion at the October
26, 1999, Commission Meeting. Once this has been accomplished, the Police Department will
inform you as to the procedure for disbursement of fluids.
