A RESOLUTION OF THE MIAMI CITY COMMISSION
STRONGLY URGING MIAMI-DADE COUNTY AND THE
STATE OF FLORIDA TO EXPEDITE THE
INVESTIGATION AND PROCESS NECESSARY TO
INSTALL A TRAFFIC SIGNAL AT THE INTERSECTION
OF BRICKELL AVENUE AND SOUTHEAST 14''' STREET,
MIAMI, FLORIDA; FURTHER DIRECTING THE CITY
MANAGER TO FACILITATE COMPLETION OF THE
APPROVAL PROCESS; AND DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION
TO THE OFFICIALS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Miami -Dade County and the State of Florida
are hereby strongly urged to expedite the investigation and
process necessary to install a traffic signal at the intersection
of Brickell Avenue and Southeast 14th Street, Miami, Florida.
Section 2. The City Manager is hereby directed to
facilitate completion of the approval process.
Section 3. The City Clerk is hereby directed to transmit
a copy of this Resolution to Miami -Dade County Mayor Alex
Penelas, all members of the Board of County Commissioners of
Miami -Dade County, Florida, Miami -Dade County Manager Merritt

SUBJECT: Request for a Traffic Signal at US 1 /SR 5/ Brickell Avenue/ Section 87030 @ SE
14 Street (CTP 1999-12-0019)
Dear Mr. Foeman:
The Department has completed its investigation into the advisability of installing a traffic
signal at the subject location. It has been decided to include this investigation into a wider
network traffic study.
Our investigation revealed that there are significant ongoing and planned developments
within this neighborhood. The Four Seasons Hotel and Tower and the expected request for
the signalization of Brickell Avenue/SE 14"' Terrace are of particular concern. The proximity
and magnitude of these developments would impact traffic operations for a new signal
installation at SE 14"' Street. The need for signalizing SE 14"' Street will therefore be
considered in a wider network traffic study that will evaluate the need for intersection
improvements in the neighboring road network. This will be done when the developers of
the Four Seasons Hotel and Tower apply for a permit to install the signal at SE 14"' Terrace.

Commission Meeting
A meeting was held on October 4, 1999 with a group of property owners affected
by the Point View guard houses. One of the issues discussed at this meeting was
the group's request for a traffic signal at Brickeii Avenue and SE 14 Street. This
request was forwarded (see item 2 on the enclosed copy of Public Works' October
6, 1999 letter) to Ms. Marie Helene Cohen, Chief of the Special Taxing District
Division of Miami -Dade County.
This issue was subsequently presented on October 12, 1999, as a Resolution to be
forwarded to the Florida Department of Transportation requesting that that
agency conduct a detailed study of the transportation needs for the entire Brickeil
corridor and adjacent neighborhoods, with emphasis on the need for a traffic
signal at SE 14 Street and Brickell Avenue.
When officially executed by the City Clerk, we will forward a copy of said
Resolution to the Metropolitan Planning Organization (MPO).

This department has been continuing to work with the various homeowner
associations and the St. Jude Catholic Church concerning the creation of the
Point View Security Guard Special Taxing District and has the following
information.
As I have discussed in my previous correspondence, several homeowner
associations and the church located outside of the district boundary have
expressed concern about potential delays and traffic congestion resulting from the
location of the guardhouses on Brickell Bay Drive. In an effort to allay, those
concerns, this department conducted a meeting with the affected owners on
October 4, 1999 in City Commissioner J.L. Plummer, Jr's. office where the results
of the traffic study and the Count)'s analysis were presented. Representatives
from the Point View Association, Brickell Harbour Condominium, St. Jude
Catholic Church, Brickell Area Association, the Brickell Kev Master Association
and the Brickell Homeowners Association were present in addition to City staff.
The traffic stud)' was discussed and the traffic consultant, Miles Moss Associates,
answered questions concerning the study. The consensus of the group is that the
following items must be evaluated prior to presentation of the district to the City
Commission:

The Brickell Harbour Condominium Association has voted to riot be
included in the proposed special taxing district.
A new traffic signal nay be necessary at the intersection of Brickell
Avenue and S.E. 14 Street. Future development (see item i) must be
considered in evaluation of this request.
The proposed guardhouse near the intersection of S.E. 15 Road must be
shifted north along Brickell Bay Drive to provide a minimum stacking
of 8 vehicles between the visitor gate and the easterly Brickell Harbour
Condominium driveway exit.
"Smart Passes" should be issued to the residents of Brickell Harbour
Condominium.

5. A new median opening should be constructed on S.E. 15 Road adjacent
to the Brickell Harbour Condominium lower garage driveway.
6. Video recording of license members should be substituted for manual
recording in order to reduce the delay time and minimize stacking of
visitor vehicles.
7. The City should request a comprehensive, impartial traffic study from
the Florida Department of Transportation of the entire Brickell
Avenue corridor between S.E. 7 Street and S.E. 15 Road, including
S.W./S.E. 8 Street, that reflects the future traffic impacts of new and
proposed development. Current studies have included only existing
traffic counts and do not consider the Yacht Club I and II, Marriott
Hotel, Barclays, Bayshore Palms, Esprito Santo, and Four Seasons
developments or the final developments on Brickell Key.
S. The extension of S.E. 9 Street between Brickell Avenue and Brickell
Bay Drive should be investigated. This could be accomplished as part
of the FDOT traffic study.
In order to expedite the investigation of the traffic signal and FDOT traffic
study, Commissioner Plummer will recommend to the City Commission, at its
October 12, 1999 meeting, that a motion be adopted requesting that the State
immediately address these items. The City administration and Point View
Association will consider the remaining items and present a final proposal to the
objecting property owners at a follow-up meeting within the next several weeks.
If you have any comments concerning these items, please submit them to me at
your earliest possible convenience so that they may included in the discussions.
We..will continue to update your staff as we progress on the proposed special
taxing district for the Point View neighborhood.
