K, f t l� RESOLUTION NO. fit-) A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AN INCREASE IN THE CONTRACT WITH THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT IN AN AMOUNT NOT TO EXCEED $4,800 FOR FY'99; INCREASING THE TOTAL CONTRACT FROM $11,140 TO $15,940 FOR BACKGROUND INVESTIGATION SERVICES, AND PROVIDING FOR THESE SERVICES ANNUALLY IN AN AMOUNT NOT TO EXCEED $12,800, BEGINNING FY' 2000, FOR THE DEPARTMENT OF HUMAN RESOURCES; ALLOCATING FUNDS THEREFOR FOR THE FY'99 INCREASE FROM THE DEPARTMENT OF PARKS AND RECREATION'S ACCOUNT CODE NO. 001000.580302.6.270 ($2,000) AND SPECIAL PROGRAMS AND ACCOUNTS ACCOUNT CODE NO. 001000.921002.6.270 ($2,800), AND ANNUALLY, BEGINNING IN FY' 2000 FROM THE DEPARTMENT OF HUMAN RESOURCES' ACCOUNT CODE NO. 001000.270101.6.270, AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENT(S) IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, pursuant to Resolution No. 98-1023, adopted 1 October 13, 1998, the Florida Department of Law Enforcement, was awarded a contract in the amount of $11,140 for the payment of fiscal year 1997-98 outstanding invoices ($3,140) and the procurement of background investigation services for fiscal year 1998-99 ($8,000), for the Department of Human Resources; and WHEREAS, Resolution No. 78-110 authorized background investigations on Directors and Assistant Directors and this policy has been expanded to include all employees; and WHEREAS, funds for said increase are available from the Department of Parks and Recreation, Account Code i { My Car+nMSSION MEMiNG of iioealuu�ui IJo. OR No. 001000.580302.6.270 ($2,000) and Special Programs and Accounts, Account Code No. 001000.921002.6.270 ($2,800); and WHEREAS, funds in an amount not to exceed $12,800 annually thereafter are available from the Department of Human Resources, Account Code No. 001000.270101.6.270; and WHEREAS, the City Manager and the Director of Human Resources recommend that the fiscal year 1998-99 contract with the Florida Department of Law Enforcement be increased from $11,140 to $15,940 and; WHEREAS, the annual appropriation thereafter will be $12,800; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The increase in the contract with the Florida Department of Law Enforcement in an amount not to exceed $4,800, is hereby approved, for background investigation services, for the Department of Human Resources, with funds therefor hereby allocated from Account Code Nos. 001000.580302.6.270 ($2,000) and 001000. 921002. 6.270 ($2,800); and $12,800 is hereby approved to be allocated annually thereafter with funds therefor hereby - 2 - allocated from Account Code No. 001000.270101.6.270. Section 3. The City Manager is hereby authorized' to execute all necessary documents, in a form acceptable to the City Attorney. Section 4. Funds are available in the Department of Parks and Recreation's Account Code No. 001000.580302.6.270 ($2,000) and Special Programs and Accounts' Account Code No. 001000.921002.6.270 ($2,800) to cover these additional expenditures. Further, it is requested that the City Commission authorize the continued procurement of background investigation services annually. Such services would be for an amount not to exceed $12.800 annually. BACKGROUND i Resolution No. 78-110 authorized background investigations on Directors and Assistant Directors of City Departments. Over the years, this policy has been expanded to cover all employees. i The Department of Human Resources coordinates the background investigation process for all new hires with the exception of Miami Police Department personnel and sworn Fire -Rescue personnel. The FDLE check, which consists of a statewide criminal records check, represents just one component of the background investigation process. In conjunction with the FDLE check, the Miami Police Department perfornis a local criminal records check, motor vehicle records check and for designated classifications, verification of education and previous employment. Historically, FDLE has conducted background investigations for the Department of Human Resources, however, Nvith the expansion of' the employees covered, the number of backgrounds conducted has increased. Additionally, the Department of Parks and Recreation and its Summer Program, a primary user of this service, has also contributed to the increase in the number of background investigations conducted. On October 13. 1998. the City Commission approved Resolution No. 98-1023 which allocated funds to FDLE for the payment of fiscal year 1998 outstanding invoices ($3,140) and the procurement of background investigation services for fiscal year 1999 ($8,000) The amount allocated for this fiscal year 1999 has been determined to be insufficient due to the aggressive recruitment and hiring efforts by the Department of Human Resources and new initiatives such as the Summer Internship Program. Funds in the amount of $4,800 have been identified in the Department of Parks and Recreation ($2,000), a primary user of these services and Special Programs and Accounts ($2,800) to cover these additional expenditures.
