WHEREAS, the Department of Parks and Recreation needs to replace the damaged rolling doors on the recreation building at African Square Park; and WHEREAS, pursuant to public notice, Invitation for Bids No. 98-99-1.28, were mailed to potential providers of said service; and WHEREAS, two (2) bids were received on August 16, 1999; and WHEREAS, funds are available from Community Development Block Grant funds as appropriated in the Annual Appropriations CITY COMMSSION MEET114C OF T 1 ? y? 39 Huacluliw� 7do. R/ �J and Capital Improvement Ordinance No. 11705, as amended, Project No. 331053; and WHEREAS, the City Manager and the Department of Parks and Recreation recommend that the bid received from Over -Head Door, Inc., be accepted as the lowest responsive and responsible bid; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The bid received on August 16, 1999, from American Over -Head Door Co., Inc., for the furnishings and installation of rolling doors at African Square Park, for the Department of Parks and Recreation, in an amount not to exceed $12,391.00, is hereby approved, with funds therefor hereby allocated from Community Development Block Grant funds as appropriated in the Annual Appropriations and Capital Improvement 2 a 99~ A9 Ordinance No. 11705, as amended, Project No. 331053. BACKGROUND: The Citti, of Nliami's Parks and Recreation Department has received Community Development Block Grant Funds to replace damaged existing rolling doors for the Recreation Building. Bids were received on August 16, 1999 from two vendors under Bid No. 98-99-128. American Rolling Door Co., was the lowest bidder. GENERAL 1.01 Related Documents A) All applicable provisions of the general conditions and special provisions are part of this section. 1.02 Scope of Work The Contractor shall furnish all tools, labor, materials, and equipment necessary to remove existing rolling doors and provide and install nine (9) new rolling doors on the recreation building at African Square Park located at 1400 NW 62 Street, Miami, Florida. 1.03 Submittals A. Submit properly identified product data including material specifications, published installation directions and operation and maintenance instructions. B. Submit shop drawings for review showing locations, elevations., sizes, materials, gages, construction details, hood, fasteners, seals, counterbalance, power operator, locking provisions, finishes, installation details, and wiring diagrams. C. Submit full color range of baked enamel finish for review and selection by Architect -Engineer. 1.04 QyAl ty Assurance A. Design all door elements including frames and fasteners to resist wind loads as required by applicable local codes and authorities. B. Overhead coiling door manufacturer and installer shall have 5 years experience in rolling door manufacturer and successfully completed similar installations. 2. Minimum thickness of slats for doors shall be 22 U.S. gauge galvanized steel. Each curtain is reinforced with a bottom bar of two primed steel angles. 2.03 GUIDES shall be primed and assembled roll -formed steel shape. Wall angles as fastened with 3I8" bolts spaced 30" on center. 2.04 BRACKET PLATES shall be sufficient thickness to support counterbalance and curtain and to act as enclosures and support for the hood. 2.05 COUNTERBALANCE spring shall be helical torsion -type housed in a steel pipe of proper dimension to restrict deflection to .03" per foot of door width. Springs are designed to include an overload factor of 25 percent for maximum safety. Tension springs shall be adjusted by a wheel from the outside of the end brackets. Ball bearings will be furnished throughout in order to reduce friction and wear on fthe mechanism. 2.06 HOODS shall be of not less than 424 U.S. gauge steel formed to fit around the end brackets. Intermediate hood supports will be furnished when necessary to prevent sagging. { 2.07 LOCKING for manual doors shall be slide bolts prepared for padlocks (padlocks provided by others). ! 2.08 FINISH curtain and hood shall be galvanized and bearing surface shall be shop coat of gray primer. 2.09 OPERATION shall be manual push-up. 3. Execution 3.01 ERECTION shall be accomplished in accordance with A.R.D. instructions provided. Page 2 of 4 ... 7 A 9 City of Miami, Florida SECTION II Specifications (continued) Bid No. 98-99-128 The Contractor shall furnish all labor, materials, equipment, and related work required to complete the work in accordance with the Bid Documents and Specifications. APPLICABLE STANDARDS The following standards form a part of these Specifications: A. The City reserves the right to reject work, or materials if it does not meet the requirements set forth in these Specifications, and roust meet the requirements set forth herein upon arrival at the site, at the time of installation, at the time of final inspection, and upon acceptance of completed project. j, B. There shall be no substitution of equipment or materials unless authorized in writing, j in advance, by the Parks and Recreation Department. C. The Contractor must be licensed as a Contractor by the State of Florida and Dade County, and shall have labor crews controlled and directed by a foreman who will provide coordination between the job site and the Parks Department. The contractor shall have a minimum of five (5) years experience installing rolling service doors. JOB CONDITIONS A. A pre -construction meeting will be scheduled with the successful bidder prior to any construction activity. B. The Contractor shall determine the locations of all underground utilities and structures, and perform the work in a manner which will avoid possible damage. Hand excavate, as required, to minimize possibility of damage of such items. Should underground or overhead structures conflict with equipment installations, the Contractor shall consult with the Parks and Recreation Department regarding adjustment of equipment locations. The Contractor is responsible for immediate repair of any damage to other installations, caused by this work. r Page 3 of A 9 9 - 7 46 (i City of Miami, Flo Specifications (Cons '%d) Bid No. 98-99-128 INSPECTION FOR COMPLETION AND PAYMENT A. Upon completion of the equipment installation. an inspection for completion of work will be held. The Contractor shall notify the Parks and Recreation Department for scheduling of the inspection three (3) work days prior to the anticipated inspection date. The Parks and Recreation Department will decide if work is ready for inspection and will request the Contractor to establish the time and date of inspection and notifv all concerned parties to be present. B. At the time of the completion inspection, if the materials are in whole or substantially acceptable, a notice will be provided to the Contractor that the final acceptance is approved and payment will be made. SPECIAL CONDITIONS Federal labor standards provisions apply to this Job including the Copeland Act anti - kickback provisions and weekly statement requirements, Contract Work Hours, and Safety Standards Act overtime provisions. Davis -Bacon Act provisions for the payment of wages are required. Please contact Angel Alonso at 305-416-2081, for latest wage rates. PROVISION FOR SPECI.AL ITEMS: City will provide an allowance to be used in the event that previously unforeseen work is required of the Contractor, and provided that said work has been approved in advance by the City. Doors are mounted on the inside face of the opening,between lambs.or on the exterior face where clearance restrictions require such positioning, Curtains roll up compactly in a tight coil above the opening heicht,thus permitting full use of interior space. The doors can be operated by motor,chain or crank hoist or, in the case of smaller doors, manually pushed up. Atlantic's production standard is based on windloadings of 20 pounds per square foot (87 miles per how),with heavier windloadings to be met when necessary. Our doors can be constructed to withstand hurricane -force winds. ARCHITECTURAL SPECIFICATIONS A. FURNISH rollino service doors Model 100/hlodel 205 as manufactured by Atlantic complete with curtain, hood, guides, counter balance and options as specified. Not included is any structural or miscellaneous iron,masonary or wood preparation of door opening. B. CURTAIN shall be roll -formed inter- locking curved (No, 1) or flat (No. 2) slat designed to satisfy windloads of 20 pounds per square toot or the equivalent of 87 miles per hour.
