HomeMy WebLinkAboutR-99-0702RESOLUTTON Nn_ 9 9- 702 A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE CITY MANAGER TO ALLOCATE FUNDING TO NINE (9) SPONSORS (SERVICE PROVIDERS) AS STIPULATED IN SECTION 2 OF THIS RESOLUTION FOR THE PROVISION OF HOUSING ASSISTANCE AND HOUSING RELATED SERVICES TO LOW INCOME PERSONS LIVING WITH HIV/AIDS, ALLOCATING FUNDING IN THE AMOUNT OF $2,568,113 FROM THE FY 1998 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA) PROGRAM GRANT, ACCOUNT NUMBER 194006.590606.6.946; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE INDIVIDUAL CONTRACTUAL AGREEMENTS, ANY DOCUMENTS AND AMENDMENTS THERETO, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the Housing Opportunities for Persons With AIDS (HOPWA) Program was created under the AIDS Housing Opportunity Act, and revised under the Housing and Community Development Act of 1992; and WHEREAS, Section 606(d)(2) of the Housing and Community Development Act of 1992 stipulated that the City of Miami, being the most populous unit of general local government in an eligible metropolitan statistical area (EMSA), not including county government, must be the applicant for the HOPWA Grant and be CITY COMOSSION MEETRUG OF 1999 j allocated the related funding; and WHEREAS, the City of Miami has been awarded funding from the U.S. Department of Housing and Urban Development (U.S. HUD) for the implementation of the Program Grant; and WHEREAS, eleven (11) sponsors (service providers) are currently funded under the HOPWA Program for the provision of housing assistance and housing related services to low income persons living with HIV,/AIDS; and WHEREAS, service agreements between the City and nine (9) of the service providers have expired or will expire within the next three (3) months; and WHEREAS, in order to continue services under the HOPWA Program, it is necessary for the City Commission to direct the City Manager to allocate funding from the FY 1998 Housing Opportunities for Persons With AIDS (HOPWA) Program Grant in the amount of $2,568,113, from Account Number 194006.590606.6.946, to nine (9) sponsors currently funded under the HOPWA Program for the provision of housing assistance and housingrelatedservices to low income persons living with HIV/AIDS,'' as stipulated in Section 2 of this Resolution; and WHEREAS, the FY 1999-2000 HOPWA allocation will be awarded through the Request for Proposals process later this year; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section Z. Funding in the amount of $2,568,113 from the FY 1998 Housing Opportunities for Persons With AIDS (HOPWA) Program Grant is available for this purpose. The said resolution further authorizes the City Manager to execute individual contractual agreements, and any documents and/or amendments required, in a form acceptable to the City Attorney with the aforementioned sponsors. BACKGROUND: Currently, the City of Miami, through the Housing Opportunities for Persons With AIDS (HOPWA) Grant Program, is providing funding to eleven (11) sponsors (service providers) for the provision of housing assistance and housing related services to low income persons living with HIV/AIDS throughout the entire Dade County geographic area. Service agreements between the City and nine (9) of the service providers have expired or will expire within the next three (3) months In order to continue the aforementioned services to low income persons living with HIWAIDS over the next year; it is necessary to allocate HOPWA Program funding and to execute individual contractual agreements with the following service providers.
