A RESOLUTION, WITH ATTACHMENT (S), OF THE MIAMI
CITY COMMISSION, ALLOCATING $370,353 OF'
TWENTY-FIFTH (25'") YEAR COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) FUNDS FOR THE PURPOSE OF
CONTINUING EXISTING ECONOMIC DEVELOPMENT AND
HOUSING AGENCIES FOR THE PERIOD OCTOBER 1, 1999
THROUGH NOVEMBER 30, 1.999, $77,100 OF 25T" YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS TO
SUPPORT IMPROVEMENTS PROVIDED THROUGH THE
COMMERCIAL, FACADE PROGRAM, AMID $79,335 FROM
EMERGENCY SHELTER GRANT (ESG) FUNDS TO
CURRENTLY FUNDED AGENCIES FOR THE PERIOD
OCTOBER 1, 1999 THROUGH NOVEMBER 30, 1999;
FURTHER AUTHORIZING THE CITY MANAGER TO ENTER
INTO INDIVIDUAL AGREEMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO
APPLICABLE CITY CODE PROVISIONS, WITH THE
COMMUNITY BASED NEIG14BORHOOD ORGANIZATIONS
IDENTIFIED IN THE ATTACHMENT TO THIS RESOLUTION
IN THE AMOUNT INDICATED.
WHEREAS, the City Commission extended the contracts of
existing economic development, housing, social program and
emergency shelter grant agencies through September 30, 1999; and
WHEREAS, the contracts of the existing economic development,
housing and emergency shelter grant agencies will expire
September 30, 1999;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution and are hereby adopted by reference

thereto and incorporated herein as if fully get forth in this
Section.
Section 2. $370,353 of 25th Year Community Development
Block Grant Funds are hereby allocated to the community based
organizations identified in the attachment to this Resolution in
the specific amounts indicated on the aforesaid attachment for
the purpose of continuing services provided by existing Economic
Development and housing agencies;
Section 3. $77,1.00 of 25th Year Community Development
Block Grant funds are hereby allocated to support the physical
improvements provided through the Commercial Facade Program.
Section 4. Emergency Shelter Grant Funds in the amount
of $79,335 are hereby allocated to. existing agencies as
identified in the attachment to this Resolution in the specified
amounts indicated on said attachment.`
Section S. The City Manager is hereby authorized!' to
execute individual agreements, in a form acceptable to the City
Attorney, with the specific community -based organizations
identified in the attachment to this Resolution in the specified
amounts indicated on the aforementioned attachment for the

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
allocating $447,453 of Twenty -Fifth (25`t') Year Community Development Block Grant
(CDBG) funds and $79.335 of Emergency Shelter Grant (ESG) funds to currently funded
agencies meeting 241i' Year programmatic requirements to continue services from
October 1, 1999 through November 30, 1999; and further authorizing the City Manager
to enter into Agreement with the aforementioned agencies in a form acceptable to the
City Attorney
BACKGROUND:
At the Public Hearing to discuss the City's Community Development Block Grant
Program June 22, 1999, the City Commission adopted legislation that extended the
funding of existing social program, economic development, housing and emergency
shelter agencies meeting programmatic contractual requirements to continue services
through September 30, 1999.
At its meeting of July 27, 1999, the City Commission approved the Administration's
recommendation to continue the funding of existing social service programs through
September 30, 1999. The recommendation did not include economic development,
housing or emergency shelter activities. It is recommended that the City Commission
adopt the attached resolution, which extends the contracts of these agencies through
November 30, 1999.
The two (2) month extension will maintain the current levels of service for these
organizations. More importantly, it will permit time to conduct a workshop with the
economic development agencies to develop a strategy to effectively meet community
needs through a Request for Proposals (RFP) process. It also alleviates concerns
regarding timing schedules to solicit, review, and evaluate RFPs.

The attached chart includes the Administration's specific funding recommendation by
Agency. The table below provides an overview of the recommendation by funding
category. The recommendation also includes an allocation of $77,100 to complete fagade
improvements
The proposed Resolution allocates 25"' Year Community Development Block Grant
Funds to designated economic development, housing and emergency shelter agencies and
further authorizes the City Manager to enter into agreement with these agencies in a form
acceptable to the City Attorney.
