A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE CITYWIDE COMMUNITY DEVELOPMENT ADVISORY
BOARD FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed to serve as members of the Citywide Community
Development Advisory Board, each member to serve a term expiring
May 5, 2000, or until the nominating commissioner leaves office,
whichever occurs first:

Section 2. The following individual is hereby appointed
by the Commission at -Large to fill a vacancy on the Citywide

Advisory Board

ENCLOSURES: List of Members, Resolution
The Cihivide Community Development Advisory Board was created to advise the City
Commission on community development and housing needs. The board will be responsible for
providing a leadership role in encouraging target area -wide resident participation in the citywide
grant process as follows: (1) Promoting interest in grant activities in the target areas; (2) Providing
residents :with an opportunity to discuss community concerns and related issues; (3) Providing an
opportunity for City residents to identify community needs, (4) Facilitating two-way
communication with government representatives and target area residents, and assisting the City in
communicating its program services and benefits to residents; (5) Recommending priorities for
community improvements; (6) Reviewing the progress of community improvement activities; and
(7) Conducting public meetings.
Eight appointments are requested at this time:
• Chairman Plummer has hvo nominations for (1) seat currently held by Frankie S. Rolle
and (2) seat currently vacant because Mario Pestonit was excessively absent.
• Commissioner Sanchez has hvo nominations for seats currently held by Pablo Perez -
Cisneros and Flor Morales.
• Commissioner Teele has two nominations for seats currently held by Grady Muhammad
and Irby McKnight,
The Commission at -large has two appointments:
1. One appointment is for a representative of the downtown target area. Eleanor
Kluaer had been elected for said position, but Ms. Kluger has been excessively
absent.
2. One appointment is for a representative of the Little Havana target area. Sigfredo
Delgado, Jr. had been elected for said position, but Mr. Delgado has been
excessively absent.
There are eight members who are elected to represent target areas, whose terms have all expired
except the representative of Model City, Juanda G. Ferguson. The remaining target areas
(Allapattah, Coconut Grove, Downtown, Edison/Little River, Little Havana, Overtown and
Wynwood) still need to have elections for members to the Citywide Community Development
Advisory Board. The current members continue to serve until replaced.

For your information, attached please find a copy of the current membership to said board. By
copy of this memorandum, we are requesting the Agenda Office to place this issue on the
September 14, 1999 Commission agenda. This issue was partly deferred from the June 22, 1999
Commission meeting.

provisions or said Code section apply to those membea►ra of the
Citywide Development Advisory Board who are representatives from
community development target areas of the City.

sec. 8-450 of the City Cone, which note forth the
attendance requirements applicable to all City boards, provides
in pertinent part:
"Boo. 9-430. Attendance requirements.
Notwithstanding any other provisions of this Code,
any board member shall be automatioally removed if
in & given calendar year: (1) he or she to absent
from three (3) consecutive meetings; or (ii) if he
or she is absent from four (4) of the board's
meetings, (iii) provided that regardless of their
eomplianoe vita subsection (i) and (ii)
hereinabove, members must attend at least fifty
(80%) percent of all the board meetings held
during a year...".

from each eight Community Development target
areas, to be appointed by the City Commission.
- Ten representatives to be appointed by the City
Commission, providing each Commissioner with two
appointments to the Community Development
Advisory Board."
since pursuant to Resolution No. 87-1006, the City
Commission has the power of appointment over the members of the
Citywide COMMU'Di.ty Development Advisory Board. the provisions
pertaining to the removal of board members contained in BOO. 2-
430 Of the City Code apply to said board members.
U on removal of the board member. who has failed to oomply
with tiie attendance requirements of Boo. 2-e30 of the City Code,
the City Commission may proceed to appoint a new board member to
nerve the remainder of the tern of the removed member, pursuant
to 6e0tlon ViI of the City of Viomi Citizen Partioipation Plan
which sets forth the guidelines for the Cityvide Community
DevelOpm@UV Advisory Board and provides in pertinent part:
