A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A 4/5THs AFFIRMATIVE VOTE RATIFYING, APPROVING
AND CONFIRMING THE CITY MANAGER'S FINDING OF
AN EMERGENCY, WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDS, AND APPROVING THE
FURNISHING AND INSTALLATION OF AN IRRIGATION
SYSTEM FOR THE FOOTBALL AND BASEBALL FIELDS
AT GIBSON PARK BY A & B IRRIGATION DESIGN &
MANAGEMENT INC., FOR THE PARKS AND RECREATION
DEPARTMENT, IN AN AMOUNT NOT TO EXCEED
$37,500.00; ALLOCATING FUNDS THEREFOR FROM
CAPITAL IMPROVEMENT PROJECT NO.110008, PARK
DEVELOPMENT FUND.
WHEREAS, the Overtown Optimist Club's youth football program
operates from Gibson Park and represents an important and vital
activity for our community; and
WHEREAS, the Gibson Park fields are heavily utilized
throughout the summer and fall seasons; and
WHEREAS, the irrigation system will assist in maintaining

the fields in good condition; and
WHEREAS, due to time constraints and the need to repair the

football/baseball fields at Gibson Park for the 1999 football

season, the Department of Procurement obtained three (3) bids;
and
WHEREAS, A & B Irrigation Design & Management Inc. was the

lowest responsive bidder; and
WHEREAS, the City Manager has made a written finding that an
emergency existed and authorized the procurement and installation
of the irrigation system; and
WHEREAS, funds are available from Capital Improvement
Project No. 110008, Park Development Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5chs) affirmative vote of
the members of the City Commission, the City Manager's finding of
an emergency, waiving the requirements for the competitive sealed
bids, and approving the furnishing and installation of an
automatic irrigation system for the football/baseball field at
Gibson Park by A & B Irrigation Design & Management Inc., for the

$37,5000.00, is hereby ratified, approved and confirmed, with

funds therefor hereby allocated from Capital Improvement Project
No. 110008, Parks Development Fund.
Section 3. This Resolution shall become effective upon
its adoption and signature of the Mayorl/
PASSED AND ADOPTED this 21st day of September , 1999.

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt
the attached Resolution, ratifying, approving and confirming
the City Manager's finding of an emergency waiver of
competitive seal bids requirements and his action to approve
the recommendation to proceed on an emergency basis to furnish
and install an automatic irrigation system for the
football/baseball field at Gibson Park, for the Parks and
Recreation Department, from A & B Irrigation Design &
Management Inc., at an estimated cost of $37,500.00. This
Resolution further allocates funds for said purpose, from
Capital Improvement Project No.110008, Park Development Fund.
BACKGROUND:
The Gibson Park fields are heavily utilized throughout the
summer and fall season by the highly successful Overtown
Optimist Club's youth football program which has become a
vital initiative for the youth of Overtown. An automatic
irrigation system was necessary in order that the fields are
kept in top condition. To this end, Procurement Management
obtained three (3) bids and issued a purchase order to the
lowest bidder which was A & B Irrigation Design & Management
Inc.
Due to time constraints and the need to upgrade the conditions
of the football/baseball fields at Gibson Park before the
football program began in August, 1999, the City Manager made
a written finding that an emergency existed and authorized the
procurement of this work, therefore waiving the requirements
for competitive sealed bids.

In July, 1999, the Parks and Recreation Department purchased
and installed the automatic irrigation system from A & B
Irrigation Design & Management Inc., at an estimated cost of
$37,5000.00, thereby assuring a successful start to the
Overtown Optimist Club's youth football program at Gibson
Park.

The purpose of this memorandum Is to request your approval authorizing the
Department of Procurement Management to initiate an emergency purchase for the
furnishing and installation of an irrigation system for the football and baseball fields
at Gibson Park at an estimated cost of $37,500.00. Procurement Management has
obtained three bids and will issue a purchase order to the low bidder.
The Overtown Optimist Club's youth football program has continued to grow and
become a very successful initiative for the youth of Overtown. Club officials have
requested to have the Gibson Park fields upgraded before the football program
begins in August, 1999. This irrigation system will assist us in maintaining the the
fields in top condition. Gibson Park is where all the home games are played.
We are pleased to report that we have identified funding in order to complete this
work. Funds are available from Project No. 110008, Account Code 580208-860.
Only through an emergency purchase will we be able to complete the upgrades in
time. This emergency purchase will be ratified at the earliest possible City
Commission meeting.
