S A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING THE ALLOCATION OF $100,000 OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR THE PAYMENT OF RENOVATIONS THROUGH THE COMMERCIAL FA4ADE PROGRAM; ALLOCATING FUNDS FROM BLOCK GRANT PROGRAM INCOME ACCOUNT NO. 799602-452325. WHEREAS, the City Commission allocated $425,000 in the 241h Community Development Year to implement a Commercial Fagade Program administered by the economic development agencies; and WHEREAS, the 24`h Year Community Development allocation for the Commercial Facade Program has a balance of approximately $200.00 and additional funding is needed to continue the Commercial Fagade Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the j Preamble to this Resolution are hereby adopted by reference ' thereto and incorporated herein as if fully set forth in this Section. Section 2. BACKGROUND: At the City Commission meeting of July 27, 1999, it was the Administration's intent to recommend the allocation of $100,000 to support the commercial fagade program. The Department of Community Development prepared legislation for City Commission consideration that included the allocation of $28,002 for the payment of incentives to economic development agencies surpassing minimum programmatic requirements in the 24'h Year and $100,000 for the actual fat.ade renovations. However, due to a processing oversight, the City Commission agenda package for the July 271h meeting included a revised cover memorandum, but the revised resolution did not accompany the memorandum. Instead, the original resolution was included as an attachment to the revised cover memorandum. The revised memorandum included the allocation of the $100,000 for the fagade renovations, but the original resolution only included the $28,002 allocation for the payment of incentives. As a result, the City Commission's adoption of Resolution No. 99-572 at its meeting of August 2, 1999 authorized the allocation for incentives to economic development agencies, but did not provide funding to complete the fagade renovations. The proposed legislation corrects this oversight by allocating $100,000 of Community Development Block Grant funds to continue the commercial fagade program administered by the economic development agencies. In the 24'h C.D. Year, the City Commission authorized an allocation of $425,000 for the commercial facade program. The 24'h Year C.D. allocation has a balance of approximately $200 and additional funding is needed to cover completed improvements in the commercial fagade program during the contract extension period. Through this program, businesses in the target areas receive financial assistance to complete fagade improvements designed to stimulate economic development. The program design includes a grant that covers 70% of the cost to complete improvements up to $2,000 with the remaining 30% of the repair expense the match responsibility of the business owner.
