ATHALIE RANGE CULTURAL ARTS FOUNDATION, INC., ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $25,000, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002, AND 690003, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended, authorize the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Police Department is committed to the education and development of the youth of the community; and WHEREAS, the Department of Police supports organizations like the M. Athalie Range Cultural Arts Foundation, Inc. ("Foundation"), which provides scholarships for promising young performing artists; and WHEREAS, the beneficiary of the Foundation's Annual Musical Celebration of Life Gala is the Charles Bells Youth Development Fund which provides disadvantaged and at -risk youths with crime CITY COMMISSION MEETING OF S E P 2 1 1999 Hesolu6on No. off - iy a prevention education and character development through recreational and cultural involvement; and WHEREAS, scholarships are awarded to students who are pursuing professional careers in the performing arts; and WHEREAS, funds for this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as fully set forth in this Section. Section 2. The funding for the M. Athalie Range Cultural Arts Foundation, Inc., is hereby authorized, with funds therefor, in the amount not to exceed $25,000, hereby allocated from Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003, such expenditure having been approved by the Chief of Police as complying with the U.S. Department of the Treasury's - 2 - L i - I "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended. Athalie Range Cultural Arts City Manager ENCLOSURES: Foundation, Inc. - Fourth Annual Gala RECOMMEDATION: It is respectfully recommended that the City Commission approve the attached Resolution authorizing funding, in the amount of $25,000, for the M. Athalie Range Cultural Arts Foundation, Inc. Funding is to be provided from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003. BACKGROUND: The Miami Police Department supports organizations like the M. Athalie Range Foundation, Inc. This organization, through its support of the Charles Bells Youth Development Fund, provides disadvantaged and at -risk youths, in the inner city, with crime prevention education and character development through recreational and cultural involvement and exposure. Additionally, they award scholarships to students who are pursuing professional careers in the performing arts. Proceeds from the Fourth Annual M. Athalie Range Musical Celebration of Life Gala will benefit the aforementioned cause.
