HomeMy WebLinkAboutR-99-0635J-99-729 8/26/99 RESOLUTION NO. 0 9 l t) A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING OF AFROVISION, INC., IN PARTNERSHIP WITH CNH, INC., FOR THE "COMMUNITY PERSONAL AWARENESS PROGRAM"; ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $10,000, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002, AND 690003, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF' OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended, authorize the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Police Department supports programs that involve citizens in positive community oriented activities; and WHEREAS, Afrovision, Inc., in partnership with CNH, Inc., conducts the "Community Personal Awareness Program," campaign which educates the community on matters such as illegal dumping, zoning restrictions, home ownership, homeowners assistance CITY CONLMISSION MEETING OF 9 E P 2 1 1999 Resolution No. -,.. a� �. program, and neighborhood improvement; and WHEREAS, said program targets the Lemon City, Edison, Little River, Little Haiti, and Buena Vista areas utilizing personal contact, television and radio media; and WHEREAS, the goal of the program is to promote good citizenship and avert delinquent behavior; and WHEREAS, funds for this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The funding of Afrovision, Inc., in partnership with CNH, Inc., for the "Community Personal Awareness program," is hereby authorized, with funds therefor in the amount not to exceed $10,000, hereby allocated from Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003, such expenditure having been approved by the Chief of Police as complying with the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended. Section 3. This Resolution shall become effective immediately upon adoption and signature of the Mayor.'- PASSED AND ADOPTED this 21st day of September 1999. Funding is to be provided from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003. BACKGROUND: The Police Department supports grassroots programs that involve residents in positive activities, such as reducing illegal dumping. Afrovision. Inc., in partnership with CNH, Inc. are promoting a vigorous community education campaign entitled: Community Personal Awareness Program. The targeted areas are Lemon City, Edison, Little River, Little Haiti, and Buena Vista. The program will use personal contact (door-to-door distribution of printed material), television and radio media to educate the listed communities. The Community Personal Awareness Program will educate City residents on matters such as illegal dumping, zoning restrictions, home ownership, homeowners assistance programs, and neighborhood improvement. The goal of the program is to promote good citizenship and avert delinquent behavior.
