A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE COOL SCHOOL
PROGRAM, AND ALLOCATING FUNDS THEREFOR, IN AN
AMOUNT NOT TO EXCEED $42,000, FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NUMBERS
690001, 690002, AND 690003, SUCH EXPENDITURE
HAVING BEEN APPROVED BY THE CHIEF OF POLICE
AS COMPLYING WITH THE U.S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING," AND
FLORIDA STATE STATUTES, CHAPTER 932.7055, AS
AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Cool School Program provides children and
families of disadvantaged neighborhoods with services and
innovative after -school curriculum; and
WHEREAS, the Cool School Program at Booker T. Washington
Middle School serves as a home-school-communitv link with
assessment and treatment by school staff, law enforcement
personnel and interested community members meeting with the

families to develop a comprehensive treatment plan; and
WHEREAS, in 1998, the Cool School Program received a grant
award for the 218t Century Community Learning Center Program and
matching funds of $42,000 from the Law Enforcement Trust Fund;
and
WHEREAS, the Cool School Program is requesting a matching
contribution of $42,000 from the Law Enforcement Trust Fund for
the continuation of the Program for the fiscal year 1999-2000;
and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF' THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding for the Cool School Program, is
hereby authorized, with funds therefor in the amount not to
exceed $42,000, hereby allocated from the Law Enforcement Trust
Fund, Project Numbers 690001, 690002, and 690003, such

expenditure having been approved by the Chief of Police as
complying with the U.S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055, as
amended.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor."

ENCLOSURES:
It is respectfully recommended that the City Commission approve the attached Resolution
authorizing funding, in the amount of $42,000, for the Cool School Program. Funding is to be
provided from the Law Enforcement Trust Fund, from Project Numbers 690001, 690002, and
690003.
BACKGROUND:
The Police Department supports groups such as those offered by the Cool School Program. The
program provides an innovative not -for -profit therapeutic after -school curriculum geared for at -risk
students., Cool School is committed to providing services to the youth and families of
disadvantaged neighborhoods. Through the Cool School Program at Booker T. Washington
Middle School, the Miami Police Department's Neighborhood Resource Officers have provided
referrals and guidance. The program has completed the first of a three-year grant by 2151 Century
and they are requesting a second $42,000 contribution from the Law Enforcement Trust Fund.
