RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE FLORIDA FILM
INSTITUTE, INC., AND ALLOCATING FUNDS
THEREFOR, IN AN AMOUNT NOT TO EXCEED $65,000,
FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT
NOS. 690001, 690002 AND 690003, SUCH
EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF
OF POLICE AS COMPLYING WITH THE U.S.
DEPARTMENT OF THE TREASURY'S "GUIDE TO
EQUITABLE SHARING," AND FLORIDA STATE
STATUTE 932.7055, AS AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Florida Film Institute, Inc. seeks to provide a
school program entitled "CINEMA" which addresses all aspects of
the film industry; and
WHEREAS, the program will offer youth, who are at -risk-
students from Miami Northwestern Senior High, Miami Senior High,
Miami Jackson High and Miami -Edison Senior High, with an

opportunity to develop self-expression and self-esteem; and
WHEREAS, funds for said expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with the U.S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained, in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Funding, in an amount not to exceed $65,000,
is hereby authorized for the Florida Film Institute, Inc., with
funds therefor hereby allocated from the Law Enforcement Trust
Fund, Project Nos. 690001, 690002 and 690003, such expenditure
having been approved by the Chief of Police as complying with the
U.S. Department of the Treasury's "Guide to Equitable Sharing"

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.''-/

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission approve the attached Resolution
authorizing funding, in the amount of $50,000, for the Florida Film Institute, Inc. Funding is to be
provided from the Law Enforcement Trust Fund, from Project Numbers 690001, 690002, and
690003.
BACKGROUND:
The Police Department is committed to the education and development of the youth in our city.
The Florida Film Institute, Inc. will establish an in -school program entitled CINEMA. The goal of
the program is to provide young people, who are at -risk -students and have limited career prospects,
with the opportunity to develop self-expression, self-esteem, and enable them to act as mature
contributors to society.
This program will provide approximately seventy-five students from Miami Northwestern Senior
High, Miami Senior High, and Miami -Edison Senior High with an educational curriculum
addressing topics such as: the motion picture business, production of films, financing and
distribution, and all aspects of the film industry. At the conclusion of the program, the students
will conceptualize and complete a motion picture with a theme that reflects moral and social
responsibility. The students' movie will be exhibited in theaters and on TV. By infusing this
popular medium with a moral content, the CINEMA program will reinforce social stability in the
their lives, thus helping them become contributors to the well being and progress of Miami, as well
as forming a pool of film technicians. Funding will be used to cover the costs associated with the
salaries, materials & equipment rentals, and transportation for the CINEMA program.
