A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE COCONUT GROVE
PLAYHOUSE, 2000 IN -SCHOOL TOURING PROGRAM,
FOR THE DEVELOPMENT AND PRODUCTION OF A PLAY
TO EDUCATE YOUTH ABOUT THE DANGER, VIOLENCE
AND THE CONSEQUENCES ASSOCIATED WITH GUNS, IN
AN AMOUNT NOT TO EXCEED $100,000; ALLOCATING
FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST
FUND, PROJECT NUMBERS 690001, 690002, AND
690003, SUCH EXPENDITURES HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AS COMPLYING
WITH THE U.S. DEPARTMENT OF THE TREASURY'S
"GUIDE TO EQUITABLE SHARING," AND FLORIDA
STATE STATUTES, CHAPTER 932.7055, AS AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, the Coconut Grove Playhouse, in conjunction with
the Department of Police, develop and produce quality in -school
programs for middle and senior high students; and
WHEREAS, the Coconut Grove Playhouse, 2000 In -School Touring

Program, will present a play in area schools about guns, violence
and the consequences of one's actions; and
WHEREAS, post performance discussions will be directed by
teachers and trust counselors; and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal. operating budget and
are available in the City of Miami Law Enforcement Trust Fund;
and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055. aG

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding for the Coconut Grove Playhouse,
2000 In -School Touring Program, for the development and
production of a play to educate the youth in the community about
the danger of guns, violence and its consequences, is hereby
authorized, with funds therefor in an amount not to exceed
$100,000, hereby allocated from the Law Enforcement Trust Fund,

Project Numbers 690001, 690002, and 690003, such expenditure
having been approved by the Chief of Police as complying with the
U.S. Department of the Treasury's "Guide to Equitable Sharing"
and Florida State Statutes 932.7055, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'''/

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission approve the attached Resolution
authorizing funding, in the amount of $100,000, for the production of a play, in conjunction with
the Coconut Grove Playhouse 2000 In -School Touring Program. Funding is to be provided from
the Law Enforcement'Trust Fund, Project Numbers 690001, 690002, and 690003.
BACKGROUND:
The Police Department supports the efforts of community groups attacking such critical issues as
substance abuse, crime, prejudice, and many others. The Coconut Grove Playhouse is the largest
regional theater in the State of Florida and maintains a continuous commitment to our community.
Over the past several years, this institution has demonstrated its commitment to educational
programs relating to theater and its influence on young people.
The Playhouse, in conjunction with the City of Miami and the Miami Police Department, has been
able to successfully develop and produce quality in -school programs for Miami's middle and senior
high students. The Playhouse will for its 2000 In -School Touring Program target the topic of guns,
violence and the consequences of one's actions by presenting Bang, Bang You're Dead by William
Mastrosimone. Bang, Bang You're Dead is a play about a 15 year old who is imprisoned for
killing seven young people. While in his cell, he is confronted by each of his victims and his
feeling of bravado, guilt and regret are explored. Certainly the topic of this play is very relevant in
light of recent events throughout America. Post performance discussions directed by teachers and
trust counselors will be held. Funding of this play will provide more than 60,000 students with a
theatrical experience while using theater as a tool to positively effect change in their lives.
