A RESOLUTION OF THE MIAMI CITY COMMISSION
AMENDING RESOLUTION NO. 99-427 TO INCREASE
ALLOCATIONS APPROVED FOR COMMUNITY DEVELOPMENT
BLOCK GRANT ACTIVITIES FROM OCTOBER 1, 1998 TO
SEPTEMBER 30, 1999, IN ORDER TO INCLUDE
ALLOCATIONS FOR THE COMMUNITY BASED
ORGANIZATIONS KNOWN AS JEWISH FAMILY SERVICES
AND THE CITY OF MIAMI OFFICE OF HOMELESS
PROGRAMS; FURTHER AUTHORIZING THE CITY MANAGER
TO EXECUTE AGREEMENT (S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, WITH JEWISH FAMILY
SERVICES AND THE CITY OF MIAMI OFFICE OF
HOMELESS PROGRAMS FOR THE CONTINUATION OF
SOCIAL SERVICES PROGRAMS RENDERED BY SAID
ORGANIZATIONS.
WHEREAS, at its meeting of June- 22, 1999, the City
Commission adopted Resolution No. 99-427, which approved the
change of the operating year for Community Development Block
Grant (CDBG) activities to October 1, 1998 through September 30,
1999, authorized the City Manager to execute individual
agreements with community -based organizations for the
continuation of neighborhood economic development, social
services and housing development programs, and allocated funds
for said programs; and
WHEREAS, the Jewish Family Services and the City of Miami
Office of Homeless Programs were omitted from said funding
recommendation by the Administration, but the City Commission
directed that said agencies be included to continue to render

their services to the community; and
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Resolution No. 99-427 .adopted June 22, 1999,
is hereby amended in the following particulars:"

The City Manager is hereby authorized21 to execute
individual contractual agreements, in a form acceptable
to the City Attorney, with the community -based
neighborhood organizations, as approved by the City
Commission,. for the purpose of continuing neighborhood
economic development, social services and housing
development programs, with funds therefor hereby
allocated from Community Development Block Grant, HOME
Investment Partnerships Program, and Emergency Shelter
Grant to be distributed as follows: Economic
Development - $162, 500; Social Services - 664, 26T�3;
,$764,769,33; Housing Administration - $210,000; and
Technical Assistance/Capacity Building - $112,500.

Section 3. The City Manager is hereby authorize&1 to
execute agreement (s), in a form acceptable to the City Attorney,

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
amending Resolution 99-427 by increasing the Community Development Block Grant
(CDBG) allocation for the extended July 1 —September 30, 1999 CDBG contract period
from $664,269.33 to $764,769.33 for Social Service Agencies to provide funding
extensions to two �2) additional agencies that were omitted.
BACKGROUND:
At the meeting of June 22, 1999, the City Commission adopted Resolution 99-427 that
extended the existing contracts of CDBG agencies that had satisfied programmatic
requirements of 24th Year CDBG contracts. This legislation also provided funding of
these Agencies at prorated levels based on approved 24"' Year funding levels.
FUNDING RECOMMENDATIONS
The funding recommendation for the extended period is based on the agency's
compliance with programmatic performance requirements through March 31, 1999. This
funding recommendation is in accordance with each organization's prorated 2e Year
contracted budget. The recommended total funding per organization was calculated by
using the 24th Year total contract average per month expenditures times the three (3)
month (July, August, September) extension period.
It is recommended that the following agencies which were previously omitted also be
funded for the extension period:
