NO . 9 9 a 562 A RESOLUTION OF THE MIAMI CITY COMMISSION TO PROHIBIT VEHICULAR ACCESS, SUBJECT TO THE APPROVAL OF THE MIAMI-DADE COUNTY TRAFFIC DIRECTOR, TO SOUTHWEST 15TH AVENUE BETWEEN ITS INTERSECTION WITH SOUTHWEST 8TH STREET AND THE SOUTHERLY PROPERTY LINE OF DOMINO PARK IN THE CITY OF MIAMI, FLORIDA, TO PERMIT DEVELOPMENT OF A PUBLIC PEDESTRIAN PLAZA. WHEREAS, the historic Tower Theater on Southwest 8TH Street is being renovated; and WHEREAS, as part of the enhancement of the neighborhood and to complement this renovation project, it is desirable that the Tower Theater and the City of Miami Domino Park be linked by a safe pedestrian corridor across Southwest 15TH Avenue; and WHEREAS, the prohibition of vehicular access to Southwest 15TH Avenue between Southwest 8TH Street and the southerly property line of the City of Miami Domino Park will enable the City to develop a pedestrian plaza for the general public to link these two facilities; and WHEREAS, the Departments of Police, Fire -Rescue and Solid Waste have been notified of the proposed vehicular access prohibition of Southwest 15th Avenue and have expressed no YMMMG or, f III j 2 7 1999 Resolution No. 9 6 i substantial objection to the prohibition of vehicular access to Southwest 15th Avenue between its intersection with Southwest 8tn Street and the southerly property line of Domino Park; and WHEREAS, the proposed vehicular access prohibition shall be accomplished by the development of a public pedestrian plaza; and WHEREAS, Section 54-16 of the Code of the City of Miami, Florida gives the City Commission the power, after a properly advertised public hearing, to recommend to the Miami -Dade County Traffic Director that vehicular access to a particular street be prohibited where such prohibition is found to be in the best interest of the public; and WHEREAS, pursuant to due public notice, a public hearing was held before the City Commission on this date as to any objections to the implementation of prohibition of vehicular access to Southwest 15th Avenue between its intersection with Southwest 8tn Street and the southerly property line of Domino Park and no objections of substance were sustained by the City Commission; and WHEREAS, the City Commission finds that the herein - 2 - 99- 562 • prohibition is in the best interest of the public; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. It is hereby directed that vehicular access be prohibited, subject to the approval of the Miami -Dade County Traffic Director, to Southwest 15th Avenue between its intersection with Southwest 8th Street and the southerly property line of Domino Park to permit the development of a public pedestrian plaza. Section 3. This Resolution shall become effective 3 - 99- 562 immediately upon its adoption and signature of -the Mayor.:/ PASSED AND ADOPTED this 27th day of July , 1999.
