A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO ISSUE A
REQUEST FOR PROPOSALS (RFP) TO PROVIDE
PROFESSIONAL TECHNICAL CONSULTING SERVICES TO
THE DEPARTMENTS- OF GENERAL SERVICES
ADMINISTRATION, POLICE AND FIRE -RESCUE,
PURSUANT TO THE ISSUANCE OF A REPORT OF THE
CITYWIDE 800 MHZ TRUNKED RADIO SYSTEM WITH
RECOMMENDATIONS FOR REPAIRS, MODIFICATION, OR
OTHER UPGRADES; FURTHER AUTHORIZING THE CITY
MANAGER TO SUBMIT HIS RECOMMENDATIONS TO THE
CITY COMMISSION, FOR ITS REVIEW 'AND
CONSIDERATION.
WHEREAS, the department of General Services Administration
seeks to select a consultant to provide services to inspect,
evaluate, and report on specific repairs, modifications and
upgrades to the citywide 800 MHZ trunked communications systems;
and
WHEREAS, a Request for Proposal (RFP) is required to solicit
a broad range of responses from professional radio communications
consultants to afford a competitive process for the provision of
these services; and
WHEREAS, funding is available from the general operating
budgets of the departments of General Services Administration,
Police and Fire -Rescue Account Nos. 506000.420601.6.340, Police

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
issue a Request For Proposals (RFP) to provide professional
technical consulting services to the Departments of General
Services Administration, Police and Fire -Rescue pursuant to the
issuance of a report of the Citywide 800 MHZ trunked radio system
with recommendations for repairs, modifications, or other
upgrades; further authorizing the City Manager to submit his
recommendations to the City Commission, for its review and
consideration.
Section 3. This Resolution shall become effective

effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

It is respectfully requested the the City Commission adopt the attached resolution,
authorizing the issuance of a Request for Proposals (RFP) seeking qualified and
experienced firms to provide professional evaluation and recommendation for the
citywide 800 MHz trunked communications system.
BACKGROUND:
The City of Miami purchased in 1984 an 800 MHz trunked radio communications system
from Motorola Communications and Electronics, Inc., a non -local vendor, for
approximately $7.1 million dollars. After many years of ultra -high reliability operation
(greater than 99.99% uptime), the age of the electronics used in the system has begun to
lower the reliability of the system, increasing the amount of intermittent technical
difficulties. Given the public safety nature of the system, the many lives it supports
(Police, Fire/Rescue, Solid Waste, Off -Street Parking, Administration, etc.), and the
increase of liability to the city for failure to correct known problems that can negatively
affect public safety operations, the Department of General Services Administration
hereby recommends the issuance of the RFP, seeking qualified and experienced firms to
develop a report to the City wherein the present system is inspected and examined in
depth, showing the current status of the 800 MHz trunked radio communications system,
and delineating any/all areas for improvement with the recommended changes,
modifications and/or upgrades.
