HomeMy WebLinkAboutR-99-0536• �r J-9-646 7/20/99 RESOLUTION NO. 9 9 - 5 36 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE FUNDING OF THE LAW ENFORCEMENT OFFICER'S CHARITABLE FOUNDATION (LEO), AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $100,000, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NOS. 690001, 690002, AND 690003, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended, authorize the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Police Department is committed to the education and development of the youth of the community; and WHEREAS, the goals of the Law Enforcement Officer's Charitable Foundation (LEO) are community involvement, recognition of excellence in law enforcement and the building of a nationally recognized Safety and Survival Center for officer training; and WHEREAS, LEO assists in mentoring programs with r R t ;._ 10 (�r� I E14 S. )+1 I j I I 12 7 1999 Resolution No. 99.-- 536 • �i organizations such as Big Brothers and Big Sisters of Miami; and WHEREAS, funds for this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The funding to the Law Enforcement Officer's Charitable Foundation (LEO), is hereby authorized, with funds therefor in an amount not to exceed $100,000, hereby allocated from the Law Enforcement Trust Fund, Project Nos. 690001, 690002, 690003, such expenditure having been approved by the Chief of Police as complying as complying with the U. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'/ PASSED AND ADOPTED this 27th day of July 1999. Funding is to be provided from the Law Enforcement Trust Fund, Project Nos. 690001, 690002, and 690003. BACKGROUND The Miami Police Department supports groups like the LEO Foundation. Recently, the heads of all law enforcement agencies operating in Dade County (federal, state and local) united to create this foundation. The LEO foundation immediately set forth a three -program goal - community involvement, recognition of excellence in law enforcement, and most importantly, an initial project to build a nationally recognized, first of its kind, Officer's Safety and Survival Center for officer training. The LEO Foundation will, in cooperation with existing organizations such as Big Brothers/Big Sisters of Miami, assist in mentoring programs. The foundation's goal is to unify the community and provide contact with our law enforcement personnel, as friends of our young people. They will also provide annual award ceremonies to honor outstanding leadership in the law enforcement field. These awards will acknowledge our law enforcement leaders and heroes who risk their lives to help keep us safe. 99- 536 The Honorable Mayor & Members of the City Commission Page 2 of 2 Additionally, the foundation will establish the Safety and Survival Center for officer training. Training will focus on the emerging field of "less than lethal force".
