HomeMy WebLinkAboutR-99-0532J-99-623 QQ���j 7/21/99 RESOLUTION NO. 9 9 5 3 2 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE FUNDING OF THE POLICE ATHLETIC LEAGUE ("PAL") PROGRAM, AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $155,625, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NOS. 690001, 690002, AND 690003, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U. S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended, authorize the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Police Department is committed to the education and development of the youth of the community; and WHEREAS, the Police Athletic League ("PAL") continues to be committed to the education and development of the youth of our community; and WHEREAS, PAL desires to increase recreational staff to supervise programs being offered within City parks located in the North, Central and South districts; and WHEREAS, PAL personnel will monitor all activities in conjunction with the Department of Parks and Recreation on -site CUT COMMMON paxmc OF J U L 2 2 1999 Resolution No. 99- 532 staff, plan and organize recreational and educational activities and promote PAL sponsored events within City parks; and WHEREAS, funds for this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The funding to the Police Athletic League ("PAL"), is hereby authorized, with funds therefor in an amount not to exceed $93,000, hereby allocated from the Law Enforcement Trust Fund, Project Nos. 690001, 690002, 690003, such expenditure having been approved by the Chief of Police as complying as complying with the U. S. Department of the Treasury's "Guide to - 2 - 99- 532 Equitable Sharing" and Florida State. Statutes, Chapter 932.7055, as amended. Section 4. Oarsa�w City Manager RECOMMENDATION DATE: !r IJ r �� SUBJECT: Proposed Resolution REFERENCES: ENCLOSURES: Police Athletic League FILE : It is respectfully recommended that the City Commission adopt the attached Resolution authorizing a contribution to the Police Athletic League ("PAL"), in an amount not to exceed $155,625, to implement a year round seasonal sports and recreational program within selected City of Miami parks. Funding is to be provided from the Law Enforcement Trust Fund, Project Nos. 690001, 690002, and 690003. BACKGROUND The Police Athletic League ("PAL") currently provides several programs that merge sports and recreation with good citizenship activities; supplemented by substance abuse education, tutoring and career counseling. PAL services over 2,000 youths, between the ages of 8 and 18, through seasonal sports and other programs within the City of Miami. Examples of these programs include sporting events, homework club, youth talent shows, and other types of organized activities. PAL is requesting funding to increase recreational staff to supervise programs being offered within City parks located in the North, Central and South districts. The recommended Law Enforcement Trust Fund contribution, in the amount of $155,625, will provide funding for the hiring of one (1) PAL Recreational Aide Supervisor ($22,391) and six (6) PAL Recreational Aides ($107,478). The Aides will work forty (40) hours per week and be paid $8 per hour. PAL personnel will monitor all activities, in conjunction with City of Miami Parks and Recreation on -site staff, plan and organize recreational/educational activities, and promote PAL sponsored events within City parks. Funding will also be utilized to purchase staff uniforms ($756) and equipment ($25,000) needed for recreational activities such as for basketball, football, participant uniforms, and etc. This is an innovative approach to supplement existing resources and provide for a safer environment for the youth or our community.
