RESOLUTION NO. 9 9 - 5 31
A RESOLUTION OF THE MIAMI CITY COMMISSION
CLASSIFYING SURPLUS PREFABRICATED FINGER PIER
DECK SECTIONS AS CATEGORY "A" SURPLUS STOCK;
FURTHER DONATING SAME TO THE COCONUT GROVE
SAILING CLUB, INC.; AUTHORIZING THE CITY
MANAGER TO EXECUTE RELEASE DOCUMENTS
STIPULATING THE COST OF REMOVAL OF THE PIER
SECTIONS WILL BE THE SOLE RESPONSIBILITY OF
THE COCONUT GROVE SAILING CLUB, INC.
WHEREAS, as a result of hurricane damage to Miamarina, the
old piers "A", "B", and "C" were demolished except for certain
pier deck sections which were placed in storage for possible
future use; and
WHEREAS, the City Commission has determined that the City of
Miami has no present 'or future use for the pier sections and
classifies said section as Category ."A" surplus stock pursuant to
City Code §18-75(a); and
WHEREAS, the Coconut Grove Sailing Club, Inc. which provides
programs for the community, will use the sections to support said

programs and will remove same from the Miamarina;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The pier deck sections removed from Miamarina
are hereby classified as Category "A" surplus stock.
Section 3. Said Category "A" surplus stock, is hereby
donated to the Coconut Grove Sailing Club, Inc.
Section 4. The City Manager is hereby authorized to
execute the appropriate release documents and further stipulating
that the cost of removal of the said pier sections will be the

sole responsibility of the Coconut Grove Sailing Club, Inc.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor'/.

the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission
adopt the attached resolution classifying surplus pre-
fabricated finger pier deck sections from Miamarina as
category "A" surplus stock and donating the same to The
Coconut Grove Sailing Club, Inc., a non profit organization.
BACKGROUND:
As a result of hurricane damage to Miamarina, the old piers
"A", "B", and "C" were demolished. Some of the pre-
fabricated finger pier deck sections were in fairly good
condition and were salvaged for future use. The deck
sections were put into storage, but there was never any need
to use them. In the attached memo dated June 4th, 1999 from
the Department of Public Works to the Department of
Purchasing, it was stated that these deck sections have no
significant salvage value and moving them would be costly.
The Coconut Grove Sailing Club, Inc. would like to have all
of the subject deck sections and are willing to remove them
from our facility as stated in their attached letter dated
June 3 rd 1999.
The attached resolution formalizes the donation of the
surplus deck sections to the Coconut Grove Sailing Club,
Inc.

As a result of hurricane damage to Miamarina, the old piers "A", 0I3" and "C" were
demolished. some of the_,pre-fa ' ated fing�erple�rdeck sections were in fairly
good condition and they were salvaged andhe Parks and Recreation
Department for possible future use. At that time, the Parks and Recreation
Department was operating the City's marinas, and it was thought that these pre-
fabricated finger deck sections could be modified and used If the City expanded
their docks. In fact, parts of some units were used at Dinner Key Marina.
The unused deck sections were put into storage and there was never any need to
use them. They have no significant salvage value other than disassembling them
and selling the aluminum framing as scrape. The labor would probably be more. -
costly than the salvage value of the aluminum metal. The cost of moving the deck
sections is also costly because it takes a crane to lift them and a large flatbed truck
to haul them.
If the Parks and Recreation Department has some groups that serve the public and
they are willing to remove the deck sections and use them for docks, then the City
can save the labor of moving them and, at the same time, have the deck sections
used for a good purpose.

Dear Mr, Ruder:
The Coconut Grove Sailing Club would like to have all of the subject docks. We can
have than remove from your facility by IS June,1999.
The U. S. Sailing center will use some of them as well as us. If there are any unused
docks after our needs are satisfied, we will give them to other Clubs in the area, with
preference to City of Miami Clubs.
Pleaseletus know as soon as possible to provide sufficient time for their removal before
the 15 of June deadline.
