RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE CITY OF MIAMI AFFIRMATIVE ACTION ADVISORY
BOARD FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed as members of the City of Miami Affirmative Action
Advisory Board, each to serve a term expiring February 8, 2000,
or until the nominating Commissioner leaves office, whichever
occurs first:

The Affirmative Action Advisory Board was created to review and recommend to the City
Commission the adoption of amendments/revisions to the City's affirmative action plan. The
board also reviews employment policies and practices of the City and makes recommendations to
the Personnel Department.
Five appointments are needed at this time:
• Chairman Plummer has one nomination for seat currently vacant due to the resignation of
Vicky Garcia -Toledo.
• Commissioner Sanchez has one nomination for vacant seat created because Ivan Barrett,
who had been nominated by former Commissioner Hernandez, was excessively absent.
• Commissioner Teele has one nomination for vacant seat created because Charles J. Flowers
was excessively absent.
• Vice Chairman Gort has t♦vo nominations for vacant seats created because Ramiro
Marrero was excessively absent and Nora Hernandez -Hendrix resigned (copy of letter
attached).
For your information, attached please find a copy of the current membership of said board. By
copy of this memorandum, we are requesting the Agenda Office to place this issue on the July
13, 1999 Commission agenda. This issue was partly deferred from the February 9`h, the March
23`d and the May 11, 1999 Commission meetings.

It is with great sadness and regret that I write this letter to inform you that I will no longer be able to serve
on the City of Miami Affirmative Action Advisory Board. I have served on this Board since 1985, and as
Chairperson since 1994. It has been my distinct honor and privilege to serve as your representative to this Board for
the past several years.
The reason for my having to leave the Board is a conflict in work schedule/location and Board meeting
time. Since July 1, 1998 I have been assigned to the Homestead Campus of Miami -Dade Community College as
Dean of Academic and Student Support Services. The Affirmative Action Advisory Board meetings are held at
12:30 p.m. in downtown Miami. It is almost impossible for me to leave my home in the City of Miami in the early
morning, start my work day at Homestead, attend a 12:30 p.m. meeting in downtown Miami, and return to
Homestead for what is left of the work day.
i tried for several months to change the Board meeting time to either first tiring in the work day or towards
the end of the work day, thus avoiding the day being cut in half by a mid -day meeting. The membership of the
Board, however, voted to keep the 12:30 p.m. meeting time.
During my 14-15 year tenure on the City's Affirmative Action Advisory Board I have been part of
numerous changes and challenges. We have together experienced people and practices coming and going, and
significant progress in hiring and promoting City employees to reflect our wonderfully diverse community. I believe
that I have been a part of the efforts and actions to help the City meet its challenges and continue to move forward
in a positive direction. I hope and pray that my contribution has been meaningful and significant. It certainly has
been substantive in terms of time, energy, and effort.
1 firmly believe in the need for affirmative action as a strategy for accelerating the process of hiring and
promoting under -represented groups of individuals. My commitment, to access and equity -emains stalwart. So too
does my love for my City.
I will continue to serve Miami as I am needed, and I respect and admire you tremendously. Thank you for
the opportunity to have been your representative; please count on me again in the future.
