HomeMy WebLinkAboutR-99-0478I J-99-558 6/28/99 RESOLUTION NO. 9 9 " (8 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING OF THE GANG REDUCTION ACTIVITIES AND SPORTS PROGRAM (G.R.A.S.P.), AND ALLOCATING FUNDS THEREFOR, IN PN AMOUNT NOT TO EXCEED $99,138, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002, AND 690003, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF POLICE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED WHEREAS, the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended, authorize the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Police Department is committed to the education and development of the youth of the community; and WHEREAS, the Gang Reduction Activities and Sports Program (G.R.A.S.P.) provides the youth of Miami with productive, alternative activities and positive character building CITY COMUSMON NEETwG op J111. 13 1999 R(esolutioa No. VJ+ 47S' experiences through participation in organized sports; and WHEREAS, funds for this expenditure have not been included in the Police Department's general operating budget; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The funding for the Gang Reduction Activities and Sports Program (G.R.A.S.P.) is hereby authorized, with funds therefor, in the amount not to exceed $99,138, hereby allocated from the Law Enforcement Trust Fund, Project Numbers 690001, 690002 and 690003, such expenditure having been approved by the Chief of Police as complying with the U.S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State - 2 - 49- 4 6 8 I Statutes, Chapter 932.7055, as amended. ENCLOSURES: RECOMIMEDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing funding, in the amount of $99,138, for the continuation of the Gang Reduction Activities and Sports Program (G.R.A.S.P.). Funding is to be provided from the Law Enforcement Trust Fund (L.E.T.F.), from Project Numbers 690001, 690002, and 690003. BACKGROUND The Police Department is committed to educating the youth of our community in the dangers of gang involvement. Towards this end, the Gang Reduction Activities and Sports Program (G.R.A.S.P.) was established in October of 1995, with grant fiuids awarded by Miami -Dade County. During the past four years, this program has served approximately seven hundred twenty (720) at -risk children and has proven to be an effective juvenile prevention program by diverting these kids from a life of crime and gangs and steering them to a more positive and rewarding lifestyle. The program targets ex -gang and potential gang members within the City of Miami and provides them with productive, alternative activities: Unfortunately, grant funding for this program will end in September of this year. L.E.T.F. funding is being recommended for the continuance of this successful program. The Law Enforcement Trust Fund has contributed the required grant matching funds, in the amount of $59,379, each year for the last two fiscal years.
