It is respectfully recommended that the City Commission waive the necessity of competitive bids
and approve the attached Resolution for the acquisition and installation of four (4) new Central
Processor Cards, from Lucent Technologies Public Safety Systems, a Non-Local/Non-Minority
vendor located at 2600 Warrenville Road, Lisle, IL 60532, in an amount not to exceed $5,100,
Funding is available from the E-911 Special Revenue Operating Budget, Account Code No.
196002.290461.6.718.
BACKGROUND
The Police Department's Communications Section is currently upgrading the E-911 Automatic
Number Identification (ANI) and Automatic Location Identification (ALI) controllers, located at
the Miami Police Department Central Headquarters Building and a back-up site at the Fire College,
in order to make this equipment Y2K compliant.
Lucent Public Safety Systems ("Lucent LPSS") is the sole source provider of the Epic E-911 (Call
Stalker) product. Only Lucent technicians or qualified agents of Lucent "LPSS" can provide
installation, monitoring support and on -site service of this product. In addition, Lucent Business
Communications Systems ("Lucent BCS") is the sole source provider of Expert Systems
monitoring on the Definity (R) product line. Expert Systems monitors the E911 Definity and
either resolves the trouble, recommends solutions, or reroutes trouble for human intervention and
resolution. Due to the proprietary features of the EPIC Controller and the fact that Lucent is the
current and only maintenance provider for the City of Miami Police Department, a sole source
purchase is requested.

SUBJECT: Sole Source Request to Acquire Y2K

ENCLOSURES:
An investigation was conducted by staff to determine whether Lucent Technologies Public Safety Systems
(LPSS),.a non -minority / non -local vendor, located at 2600 Warrenville Road, Lisle, IL 60532, is the sole source
provider of four (4) new Central Processor Cards to upgrade the E-911 Automatic Number Identification (ANI)
and the Automatic Location Identification (AL,I) controllers located at the Miami Police Department's Central
Headquarters, and a backup at the Fire College. The acquisition of these Central Processor Cards is necessary in
order to make the existing emergency equipment Y2K compliant, and is in an amount not to exceed $5,100.00.
The Department of Police is seeking the Central Processor Cards from Lucent Public Safety Systems (LPSS) as it
was the sole source provider of the Epic E-911 (Call Stalker) product used by the Police Department, and only
Lucent technicians or qualified agents of Lucent LPSS can provide installation, monitoring support and on -site
service of this product. Lucent Business Communications Systems (Lucent BCS) was also the sole source
provider of the Expert Systems monitoring on the Definity (R) product line also being used by the Department.
Expert Systems monitors the E911 Definity and resolves the trouble, recommends solutions, or reroutes trouble
for human intervention and resolution. Due to the proprietary features of the EPIC Controller and inasmuch as
Lucent LPSS is the current and only maintenance provider for this equipment of the Police Department, only
Lucent LPSS can update the current Central Processor Cards to be Year 2000 compliant.
Staff contacted Mr. Oscar M. Mireles of Lucent Public Safety Systems (LPSS), who advised that as Lucent had
provided the current Central Processor Cards the Police Department currently uses on its existing equipment, only
LPSS can provide new Y2K compliant Processor Cards as they are proprietary to the Lucent system.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings be
approved: Lucent Technologies Public Safety Systems (LPSS) is the sole source supplier of the four (4) Central
Processor Cards that are Y2K compliant. Funding, in the amount not to exceed $5,100.00, is available from the E-
911 Special Reve a Operating budget, Account Code No. 196002.290461.6.718.
