WHEREAS, the existing emergency communications equipment, the E-911 Automatic Number Identification (ANI) and Automatic Location Identification (ALI) controllers, in operation at Police Headquarters and a backup at the Fire College requires upgrade to meet Year 2000 compliance standards; and WHEREAS, Lucent Technologies Public Safety Systems (LPSS) is the sole source and only maintenance provider of the equipment; and WHEREAS, funds are allocated from the E-911 Special Revenue Operating Budget, Account Code No. 196002.290461.6.718; and WHEREAS, the finding of the Chief Procurement Officer has C= MMUSSION INN OF JUN 2 2 1999 hasolution No. 99- 422 been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager, and the Chief of Police recommend that the requirements for competitive bid procedures be waived and the acquisition and installation of four (4) new Central Processor Cards for Year 2000 compliance for the existing emergency communications equipment, from Lucent Technologies Public Safety Systems (LPSS), the sole source provider, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5`hs' affirmative vote of the members of the City Commission, after a duly advertised public hearing, ratify, approve, and confirm the City Manager's finding of sole source, waive the requirements for competitive sealed bid procedures, and approve the acquisition and installation of four (4) new Central Processor Cards for Year 2000 compliance for the existing emergency communications equipment from Lucent Technologies Public Safety Systems (LPSS), the sole source provider, for the Department of Police, in an - 2 - 99-- 422 l amount not to exceed $5,100; with funds therefor hereby allocated from the E-911 Special, Revenue Operating Budget, Account Code No. 196002.290461.6.718 Section 3. BACKGROUND The Police Department's Communications Section is currently upgrading the E-911 Automatic Number Identification (ANI) and Automatic Location Identification (ALI) controllers, located at the Miami Police Department Central Headquarters Building and a back-up site at the Fire College, in order to make this equipment Y2K compliant. Lucent Public Safety Systems ("Lucent LPSS") is the sole source provider of the Epic E-911 (Call Stalker) product. Only Lucent technicians or qualified agents of Lucent "LPSS" can provide installation, monitoring support and on -site service of this product. In addition, Lucent Business Communications Systems ("Lucent BCS") is the sole source provider of Expert Systems monitoring on the Definity (R) product line. Expert Systems monitors the E911 Definity and either resolves the trouble, recommends solutions, or reroutes trouble for human intervention and resolution. Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings be approved: Lucent Technologies Public Safety Systems (LPSS) is the sole source supplier of the four (4) Central Processor Cards that are Y2K compliant.
