RESOLUTION NO. 9 9 - 418
A RESOLUTION OF THE MIAMI CITY COMMISSION,
AUTHORIZING THE ACQUISITION AND INSTALLATION
OF SERIES 6600 DIGITAL ON-LINE LOGGING
RECORDERS AND ACCESSORIES FROM DICTAPHONE
CORPORATION, UTILIZING EXISTING STATE OF
FLORIDA CONTRACT NO. 725-630-97-1, FOR THE
DEPARTMENT OF POLICE, FOR A TOTAL AMOUNT NOT
TO EXCEED $22,191.29; ALLOCATING FUNDS
THEREFOR FROM THE POLICE DEPARTMENT GENERAL
OPERATING BUDGET, ACCOUNT CODE NO.
001000.290201.6.850.
WHEREAS, the audio recording equipment currently being
utilized by the Communication Center of the Police Department to
instantly replay radio transmissions to discern garbled messages
is outdated and poses a potential threat to the safety of police
officers; and
WHEREAS, it is necessary to purchase and install ten (10)
new Dictaphone "Call Checks" and accessories; and
WHEREAS, funds for said acquisition and installation are
available from the Police Department General Operating Budget,
Account Code No. 001000.290201.6.850; and
WHEREAS, the City Manager and the Chief of Police recommend
the purchase and installation of the equipment from Dictaphone

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The acquisition and installation of Series
6600 Digital On -Line Logging Recorders and accessories from
Dictaphone Corporation, utilizing an existing State of Florida
Contract No. 725-630-97-1 for the Department of Police, at a
total amount not to exceed $22,191.29, is hereby approved, with
funds therefor hereby allocated from the Police Department
General Operating Budget, Account Code No. 001000.290201.6.850.
Section 3. The City Manager is hereby authorized to
instruct the Chief Procurement Officer to issue a purchase order
for said acquisition.
Section 4. This Resolution shall become effective

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the purchase and installation of ten (10) Dictaphone "Call Checks" and additional
hardware from Dictaphone Corporation, through a bid awarded under an existing State of Florida
Contract No. 725-630-97-1. This will provide for equipment upgrades, as needed, for an annual
contract amount not to exceed $22,191.29. Funding is available from the Police Department
General Operating Budget, Account Code No. 001000.290201.6.850.
BACKGROUND
The Police Department's Communications Section utilizes Dictaphone "Call Checks" equipment to
immediately replay radio transmissions to discern garbled messages. The Dispatcher reviews the
transmission and identifies the unit and, if necessary, dispatches emergency assistance.
The current equipment is aged, unreliable and a potential threat to officer safety. To ensure the
safety of staff, it will be necessary to upgrade the current equipment.

This equipment can be critical in officer safety when a radio transmission is initially unreadable or garbled.
Often times re plavine the transmission enables the dispatcher to discern what was said by the unit which
then allows the Communications Center to identify who made the transmission and if necessary dispatch
emergency assistance.
NOTE: This item has already been approved in the 98/99 Communications Budget and can be purchased
under State of Florida Contract #725-630-97-I (the above price includes an $11.722.71 Florida State
contract allowance.)

A. AUTHORITY - Upon affirmative action taken by the State of Florida
Department of Management Services on May 30, 1997, a contract has been
executed between the State of Florida and the designated contractors.
B. EFFECT - This contract was entered into to provide economies in the
purchase of Logging Recorders by all State of Florida agencies and
institutions. Therefore, in compliance with Section 287.042, Florida
Statutes, all purchases of these commodities shall be made under the
terms, prices, and conditions of this contract and with the suppliers
specified.
C. ORDERING INSTRUCTIONS - All purchase orders shall be issued in
accordance with the attached ordering instructions. Purchaser shall order at
the prices indicated, exclusive of all Federal, State and local taxes.
All contract purchase orders shall show the Division of Purchasing
contract number, product number, quantity, description of item, with unit
prices extended and purchase order totaled. (This requirement may be
waived when purchase is made by a blanket purchase order.)
D. CONTRACTOR PERFORMANCE - Agencies shall report any vendor
failure to perform according to the requirements of this contract on
Complaint to Vendor, form PUR 7017. Should the vendor fail to correct
the problem within a prescribed period of time, then form PUR 7029,
Request for Assistance, is to be filed with this office.
E. SPECIAL AND GENERAL CONDITIONS - Special and general
conditions are enclosed for your information. Any restrictions accepted
from the supplier are noted on the ordering instructions.

SPECIAL CONDITIONS
PURPOSE
The purpose of this bid is to establish a 24 month contract for the purchase of Logging Recorders by
all State of Florida agencies and other eligible users in accordance with Eligible Users paragraph,
General Conditions. It is anticipated that the contract will be effective from June 15, 1997 through
June 14, 1999.
FEDERAL GOVERNMENT AGENCIES
In addition to "Eligible Users" paragraph, General Conditions, use of State contracts shall be
available to Federal agencies which may desire to purchase under the terms and conditions of the
contract.
OPTIONAL CONTRACT USAGE
In addition to the eligible users referenced above and with the consent of the successful bidder(s)
purchases may be made under the terms and conditions of this Invitation to Bid/Request for
Proposal, by governmental entities located outside the State of Florida. Appropriate governmental
entities' purchasing laws, rules and regulations shall apply to purchases made under this contract.
ESTIMATED QUANTITIES
It is anticipated that the State of Florida agencies, and other eligible users, will purchase
approximately $2,000,000 under any contract resulting from this bid. These estimated figures are
given only as a guideline for preparing your bid and should not be construed as representing actual
.figures under the contract.
SPECIAL ACCOMMODATION
Any person requiring a special accommodation at the Division of Purchasing because of a disability
should call the Division of Purchasing at (904) 488-8440 at least five (5) workdays prior to the bid
opening. If you are hearing or speech impaired, please contact the Division by using the Florida

TECHNICAL DOCUMENTATION
All products bid must meet or exceed all conditions and specifications of the Invitation to Bid (ITB).
When -technical documentation is required by this ITB, its purpose is to demonstrate compliance of
the.pr9duct bid with applicable technical requirements of the ITB and to allow a technical evaluation
of the product. Failure to provide the required technical documentation with the bid submittal shall
make the bidder nonresponsive, unless the Division of Purchasing, in its sole discretion and in the
best interest of the State, determines the acceptability of the products offered through technical
documentation available within the Division as of the date and time of bid opening. Such authority of
the Division shall in no way relieve the bidder from the ultimate responsibility to submit the required
technical documentation, nor shall any bidder assume that such documentation is otherwise available
to the Division. The State shall not be responsible for the accuracy of the technical documentation in
its possession.

order. 'The delivery may be more than 60 days if directed by the purchaser, in writing.

NOTICE TO CONTRACTOR
The Department shall consider the employment by any contractor of unauthorized aliens a violation
of section 247A(e) of the Immigration and Nationalization Act. Such violation shall be cause for
unilateral cancellation of this contract.
PUBLIC ENTITY CRIMES
A person or affiliate who has been placed on the convicted vendor list following a conviction for a
public entity crime may not submit a bid on a contract to provide any goods or services to a public
entity, may not submit a bid on a contract with a public entity for the construction or repair of a
public building or public work, may not submit bids on leases of real property to apublic entity, may
not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a
contract with any public entity, and may not transact business with any public entity in excess of the
threshold amount provided in s. 287.017 for CATEGORY TWO for a period of 36 months from the
date of being placed on the convicted vendor list.
SUMMARY OF TOTAL SALES
Summary information shall be provided each contract quarter to the Division of Purchasing and
Division of Communications and shall include as a minimum the following information for each sale
made under this contract:

Failure to provide this information within thirty (30) calendar days following the end of each quarter
may result in the contract supplier being found in default, in which case any and all reprocurement
costs may be charged against the defaulting contractor.
PRICE LISTS
On any contract where pricing is based on a Manufacturer's or Dealer's published price list (net or
discounted), the price list must be provided by the BIDDER as part of the bid package in hard copy,
and on a 3.5 inch diskette as a Word For Windows file. Any subsequent revisions shall be submitted

The Division of Purchasing, at its discretion, may allow the CONTRACT HOLDER to configure its
own PRICE LIST of eligible offerings and to post the prices on the CONTRACT HOLDERS
Internet Home Page. However, all initial pricing and any subsequent price changes must be reviewed
and approved by the Division of Purchasing Contract Administrator before they can be posted to the
CONTRACT HOLDER Internet Home Page.
Failure to submit the information required in this section will be grounds for disqualification of your
bid'and/or removal from any resulting contract.
PRICES
Prices bid for specified items within each group shall be firm net delivered, assembled and installed,
prices, using a single fixed discount off the manufacturer's current published price list submitted with
the bid. The same fixed or greater discount shall apply to non -specified items in the manufacturer's
brand series bid. Failure to submit with the bid the manufacturer's unaltered price list as originally
published, in general distribution and in effect on date of bid opening will result in rejection of the
bid. Special published price lists, with selected items altered, shall be rejected.
QUANTITY DISCOUNTS
Biddet is urged to offer additional discounts for one time delivery of large single orders of any
assortment of items in the space provided on ordering instructions sheet. Such discounts will not be
considered in evaluation of bid.

INTERNET HOME PAGE
The Contract resulting from this bid will become a public document. The State of Florida, Division
of Purchasing (DOP) is using the Florida Communities Network (FCN) on the Internet World Wide
Web.(WWW) to distribute State Term Contracts and product information to eligible users and other
interested entities who may subscribe to this service and pay the appropriate access fee.
-While*not required at this time, each CONTRACT VENDOR is encouraged to develop and maintain
a HOME PAGE on the Internet WWW. The Home Page must be compatible with the most recent
version of browser software being used by the Division of Purchasing. As of the writing of this
solicitation, Netscape Navigator 3.0 is the DOP browser standard. The DOP intends to upgrade to
new browser versions as they become available and fully tested, at its discretion.
The Universal Resource Locator (URL) for the INTERNET HOME PAGE must be listed in the
space provided on the Ordering Instructions page of the bid.
INSTRUCTION AND MAINTENANCE MANUALS
Within 30 days after the award, the contract supplier shall provide the Division of Purchasing one (1)
maintenance manual for each item awarded unless complete and current maintenance data is on file
with the Division of Communications.
The contractor shall be required to furnish the purchaser one instruction and maintenance manual for
each unit ordered up to five units inclusive. One instruction and maintenance manual for each five
units ordered shall be supplied for orders in excess of five units. Bulletins, revisions and corrections
shall be supplied to each manual as they are issued by the manufacturer. Each instruction and
maintenance manual shall contain: definition of equipment capabilities, technical description of
equipment operation, description of malfunction identification and trouble -shooting procedures,
detailed schematic and use instructions.
SERVICE
The'following minimum service requirements shall be included as part of any contract award:
1. Parts shall be available, sufficient to keep equipment purchased under this contract in
operational condition for a minimum of 7 years after equipment acceptance. Subsequent to any
.warranty period(s) under this contract and during the contract term, all required parts shall be
received by the ordering agency within a maximum of 3 days after receipt of order.
2. 'Bidder shall have in existence at the time of bid and shall maintain during the term of this
contract a network of factory authorized service stations and/or servicing dealers within the
State of Florida to perform warranty repairs and adjustments. These service stations and/or
servicing dealers shall, as a minimum, consist of one (1) service facility in each of the four
service areas shown on the attached map.
The'service facility shall be responsible for repair and return of equipment and keeping owner fully
informed of progress, whether repairs are made at the service facility, factory or other authorized
location.
.1. A complete list of authorized service facilities, including mailing addresses and telephone
numbers, shall be submitted as part of the bid response. Failure to comply with this
requirement will result in disqualification of the bid.

2. The Division of Purchasing reserves the right to disqualify a service facility at any time if the
facility does not meet minimum service requirements set forth in this -bid.
3. The contractor, when requested by the purchaser, shall provide on -site service consisting of
the initial set-up and demonstration of new equipment to acquaint the user with its operation.
When the equipment is to be installed as part of an existing system, the contractor shall
provide technical information to the purchaser, at his request, to assist in interfacing the new
equipment into the system. These services shall be provided at no additional cost to the
purchaser.
4. In the event of equipment malfunction during warranty, the contractor shall at no cost respond
to service calls and initiate on -site repair service within 8 hours after notification of equipment
malfunction. In the event that on -site repairs are not possible or will exceed 24 hours after
notification of equipment malfunction, the contractor shall provide, at the user's request, and at
no cost to the purchaser, like equipment within 48 hours after notification of equipment
malfunction on a loan basis until repairs are completed.
All equipment which cannot be repaired on -site shall be transported at Contractor's expense to and
from the service facility.
If equipment is not repaired within 5 working days (Monday through Friday, except legal holidays
observed by the State of Florida) after notification, the contractor shall advise the purchaser in
writing why the equipment has not been repaired and when repair completion and return to the
purchaser is expected.
WARRANTY
A warranty is required on this equipment against defective material, workmanship, and failure to
perform in accordance with required performance criteria, for a period of not less than 1 year from
date of equipment acceptance. Replacement of all parts found defective including all labor, materials
and 'transportation charges, if any, within the warranty period shall be made without cost to the State.
This warranty shall not cover adjustment, repair or parts replacement required because of purchaser's
negligence, misuse, or machine alteration.
.BALANCE OF LINE
Bidders are requested to offer a balance of line discount on all nonspecified options and accessories
available for each portable/personal radio bid. Each logging recorder bid shall have a balance of line
fixed discount for options and accessories. This fixed discount must reflect a savings of fifteen
percent (15%) or greater off of the contractors suggested retail price list. To be eligible for a balance
of line award, bidders must receive an award for one (1) or more of the logging recorder categories.
The -Division of Purchasing reserves the right to accept or reject any individual item(s) or all items
offered as balance of line.
Balance of line shall include, but is not limited to, logging recorders, time code devices, playback
units; remote control units, and instant playback recorder/reproducer. Balance of line shall not
include any Reel -to -Reel or VHS logging recorder equipment and accessories.
Contractors, upon notification of award, shall submit the contractors suggested retail price list as
originally published, in general distribution, and in effect on the date of bid opening. Price lists will
be published as part of the resulting contract.

RECOMMENDED SPARES
The contractor shall fiirnish to the purchaser, upon request, and at no additional charge, a
"Recommended Spares List" and a spare parts price list.
TRADE-INS
Contractor may, at the discretion of the ordering agency, be required to accept trade-ins under the
contract resulting from this bid. At no time shall the monetary allowance for trade-ins be less than
the current market value or salvage value, whichever is greater. The contractor shall determine the
value of the trade-ins, must comply each agency's rules.
INSURANCE
The Contractors shall not commence any work in connection with this contract until they have
obtained all of the appropriate insurance coverages to adequately protect the purchaser from any and
all liability and property damage hazards which may result in the performance of this contract.
Furthermore, all insurance shall be with insurers qualified and duly licensed to transact business in
this state. •
Upon request, the contractor shall furnish the purchaser an insurance certificate which will evidence
that all of the appropriate coverages are in full force and effect.
QUALITY ASSURANCE
The contractor, during the contract term, upon mutual agreement, will provide reasonable travel and
lodging accommodations for one (1) to three (3) government employees to perform an on site
inspection of the manufacturing process(es) and review of the manufacturer's product quality
conirol(s) and total quality management programs(s). The contractor will reimburse the State for
actiaal.transportation cost, per diem and incidental expenses as provided in Section 112.061, Florida
Statutes, It is the State's desire that the contractor provide demonstration of quality control for
improvement rather than post production detection.
EQUIPMENT INSTALLATION
The equipment installation shall be completed within 80 working hours (working hours as defined
under Service) after delivery at a ready site and shall include the following:
When the equipment is to be installed as part of another system, the contractor shall provide
technical information to the purchaser, and the Division of Communications at the purchaser's
A. request, indicating any additional equipment required to integrate the new equipment into the
system. This service and purchaser notification shall occur prior to ordering and at no

E. Connection of power line surge protection device to 120 VAC and the equipment per
manufacturer's instructions.
F. Connection of audio line transient protection device to equipment inputs, per manufacturer's
instructions.

G Connection of FCC registered telephone line couplers to audio line transient protection device
if required.
H. Connection of purchaser supplied audio lines to the unit. The inputs will include audio signals
from telephone, radio receiver outputs, and microphones.
I. Labor to set up the balance and gain for each audio input.
J. Cost of all associated hardware, internal cabling, and labor required for this installation.
EQUIPMENT ACCEPTANCE AND PERFORMANCE PERIOD
The equipment will be accepted by the purchaser upon completion of a successful performance
period.
A performance period of 10 consecutive calendar days of successful operation of equipment after
equipment performance verification shall constitute a successful performance period.
If a successful performance period cannot be accomplished within thirty (30) days after equipment
installation, the purchaser reserves the right to deem the contractor in default.
If the contract is negated, the contractor shall provide the purchaser with the necessary packaging and,
shipping instructions and the purchaser shall then cause the equipment to be shipped to the
contractor at no cost to the purchaser, and shall refund the purchaser's prior payments, if any.
PERFORMANCE VERIFICATION
A. Logging Digital Audio Tape Recorder/Reproducer Equipment:
Upon completing the installation of the logging tape recorder/ reproducer equipment, the
contractor shall verify that the equipment is operating properly. This verification shall be
accomplished in conjunction with purchaser's personnel.
The verification shall include both a mechanical inspection and appropriate tests to verify
performance. The contractor shall demonstrate that the equipment will function in the
operational modes specified. This demonstration shall include the simulation of the
following events or failure modes to display the specific requirements of the equipment.
Simultaneous recording on Transport No. 1 of the multi -channel recorder/reproducer with
demonstration of rewind and playback of all audio signals and the time signal on Transport
No. 2 without affecting Transport No. 1 recording and vice -versa.
Automatic switchover to Transport No. 2 in the event of tape run -out on Transport No. 1 and
vice -versa.
Automatic switchover to Transport No. 2 in the event of tape break on Transport No. I and
vice -versa.
Automatic date/time search shall be demonstrated.
Demonstrate playback of any four user selected audio channels simultaneously through the
internal speaker, while displaying corresponding time/date information.
Demonstrate that the unit remains in the record mode when AC power is reapplied after AC
power failure when the unit is initially in the record mode. In addition, demonstrate that all
audio input, timing and control information received prior to AC power failure is accessible
upon restoration of power.
Demonstrate that the automatic malfunction detector operates as specified when a
malfunction occurs.

B. Logging Digital Audio Tape Recorder/Reproducer Equipment with Hard Drive:
The equipment shall meet or exceed all performance requirements of the logging DAT
recorder/reproducer equipment described above. In addition, the contractor shall demonstrate
the following events or failure modes to display the specific requirements of the equipment.
Simultaneous recording on Transport No. 1 and the hard drive of equipment with
demonstration of rewind and playback of all audio signals and the time signal on Transport
No. 2 without affecting Transport No. 1 or the hard drive recording. Similar demonstration
with Transport No. 2 and the hard drive recording.

FEDERAL COMMUNICATIONS COMMISSION (FCC) REGISTRATION
All .equipment furnished under this contract which is to be connected to public switched telephone
lines shall be FCC registered. In the event the above equipment is not FCC registered, FCC
registered couplers shall be supplied as required by the purchaser. The vendor shall provide the
ringer equivalence number(s) of the above equipment or supplied couplers.
AWARD
Awards) shall be made to the responsive low bidder on a line item basis (total equipment and

..1.0 SCOPE AND CLASSIFICATION
I.1 Scope: This specification covers Logging Digital Audio Tape (DAT) Recorder/Reproducers
and associated equipment.
1.2 Classification: Logging DAT Recorder/Reproducers covered by this specification are

2.0- REQUIREMENTS
General: The equipment described herein is a dual transport digital audio tape (DAT)
2.1 recording/reproducing system, with and without a hard drive, with built-in time generation,
time reading and display designed for continuous duty logging of voice communications
messages.
As detailed herein the DAT unit shall record audio inputs specified and timing input for a
minimum of 270 channel -hours of continuous recording.
Each unit shall record information on each transport simultaneously for the minimum hours
specified above, and record on one transport with automatic switching to the second transport
upon tape run -out and all other failure modes on the primary transport. In addition, the DAT
equipment shall simultaneously record to one transport and playback up to four audio signals
and the time indication from the other transport.
Technical Documentation for Bid Evaluation: The specification which follows establishes the
maximum and minimum acceptable values. One (1) copy of Technical Documentation shall
2 2 be submitted with the bid. All bidders must be prepared to submit a duplicate set of the
Technical Documentation after posting of the contract awards. The technical documentation
shall be in the form of bidder's or manufacturer's printed product literature, engineering
drawings, instruction or maintenance manuals, or other published literature.
In the event the information required by the specification is not available as printed or
published literature, then the bidder shall furnish a clarification letter with the bid, on the
manufacturer's letterhead, that supplies the information required to determine specification
compliance. Individual specifications and requirements must be addressed; a general
statement such as "complies with all requirements" is not acceptable. The clarification letter
shall be signed by an Engineering Manager or an individual with an equivalent technical title
(not marketing).
In addition to the Technical Documentation requirement, the bidder is required to complete
the bidder's column of the "Technical Comparison" Tables 1 and 2 (see Example page) that
are enclosed as part of the Invitation to bid package. The specified items listed on the
technical comparison pages will be verified on an item by item basis. Not all necessary
requirements for compliance are included in the technical comparison pages. In all cases the
specification delineates the complete requirements which are required to be met by the bidder
'for compliance.
Every specification and requirement shall be verifiable from the acceptable technical

documentation submitted with the bid to enable the State to perform an evaluation to
determine the compliance of each product bid with the specifications. All products bid shall

2.3 Tape Transport:
A. Digital Audio Tape Recorder/Reproducer
Each unit shall consist of two separate tape transports, each providing a total audio capacity
of at least 270 channel -hours. Tape replacement shall be simple and easy to perform, enabling
personnel to quickly eject and insert tapes. Each transport shall have the following minimum
controls:

The hard drive option to be supplied with the DAT unit shall record a minimum of 20
channel -hours.
2.4 Record Modes: Each unit shall operate in two modes as follows:
Mode I: Simultaneous multi -channel recording of audio and timing information on each
transport, with independent rewind and playback of one transport without in any way
affecting the operation of the other transport.
Mode II: One transport shall be engaged in the record mode while the other transport
remains idle in the stand-by mode. At the end of recording 270 channel -hours on a
DAT unit on the primary transport, or in the event of a failure in the recording in the
primary transport, the unit shall automatically energize the standby transport and
continue recording with no loss of audio or timing information.
In addition, each digital unit equipped with a hard drive shall operate in the following
mode:
Mode III: Simultaneous multi -channel recording of audio and timing information on
each transport and the hard drive. Each transport shall be capable of independent
rewind and playback without in any way affecting the operation of the other transport
or hard drive. In addition, the hard drive system shall provide instant (2 seconds
maximum) access to recordings on the hard drive for playback without affecting the
operation of either transport.
An audio and visual indicator shall be provided to indicate such transfer/failure.
2.5 Mechanical:
A. Digital Audio Tape Recorder/Reproducer
A lockout mechanism shall be incorporated in the transport to prevent accidental actuation of
the record mode, which would cause the tape to be erased.
Switching shall be such that the unit remains in the record mode when AC power is reapplied
after an AC power failure if the unit was initially in the record mode.
The unit shall be housed in a single cabinet with dimensions not to exceed 9" high, 22" wide
and 21" deep. The unit weight shall not exceed 60 pounds.
Timing System: The unit shall contain a time generator and reader. The time reader shall
operate during all functional modes (playback, record, fast forward and fast rewind). The time
2.6 generator shall operate for a minimum of two (2) hours after an AC power failure. The
requirement is to provide uninterrupted operation of the time generator during AC power

failure.
The time generator shall produce a suitably coded timing signal in hours, minutes, and
seconds over a minimum time interval of 24 hours, with a maximum. increment of one (1)
second for all DAT units. The DAT units shall also record the date in month, day, and year.
The.time generator shall incorporate controls to enable time setting.
The time reader shall decode and display time in hours, minutes and seconds. In addition, the
DAT time reader shall decode and display the date in month, day, and year.
The time reader shall select and display timing input signals from either the time generator or
either of the tape transports during playback.
2.7 Electronics: All electronic circuits shall be solid state. The unit shall record audio input
signals from telephones, receiver audio outputs, and the time generator output.

3.0 SAMPLING, INSPECTION AND TESTING
Within fifteen (15) consecutive calendar days of request, the contractor shall provide a
sample, free of all charges, of each contract equipment item for non-destructive testing during
3.1 the term of the contract. These samples will be checked for contract compliance and may be
kept up to ninety (90) consecutive calendar days and thereafter returned at contractor's
expense.
Upon completion of the contract compliance check, the State shall notify the contractor, in
3.2 writing, of noted deficiencies. This notification will state what will be required of the
contractor and/or what action will be taken by the State of Florida.
After bid opening and prior to award, all bidders shall be prepared, free of all charges, to
furnish a sample unit of any item bid, test equipment and personnel required to demonstrate
3.3 compliance with the specification parameters contain herein. Tests shall be conducted in
Tallahassee, Florida, at a site to be specified. Personnel from the Division of Purchasing and
the Division of Communications will observe the testing procedure.
4.0 PREPARATION FOR DELIVERY
