HomeMy WebLinkAboutR-99-0383J-99-458 5/18/99 RESOLUTION NO_ J J A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A 4/5"'s AFFIRMATIVE VOTE, OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS AND APPROVING THE LEASING OF 28 PORTABLE AIR-CONDITIONING UNITS, FROM SPOT COOLERS OF MIAMI, FOR THE DEPARTMENT OF POLICE, IN AN AMOUNT NOT TO EXCEED $7,000; ALLOCATING FUNDS THEREFOR FROM THE POLICE GENERAL OPERATING BUDGET, ACCOUNT CODE NO. 001000.290201.6.610. WHEREAS, the Police Department requires 28 portable air- conditioning units to cool the police headquarters building during the installation of a new cooling tower; and WHEREAS, construction related to the installation began prior to the anticipated date, thereby creating an immediate need for the portable units; and WHEREAS, the funding to cover this expenditure is available from the Police General Operating Budget, Account Code GOMMSIQN KWrWG OF' JUN 0 8 1999 Resolution NcL 99-- 383 7 No. 001000.290201.6.610; and WHEREAS, the City Manager made finding that an emergency existed and approved the leasing of 28 portable air-conditioning units; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/51h,) affirmative vote of the members of the City Commission, ratify, approve and confirm the City Manager's finding of an emergency, waive the requirements for competitive sealed bids, and approve the leasing of 28 portable air-conditioning units from Spot Coolers of Miami, in an amount not to exceed $7,000, for the Department of Police; with funds therefor hereby allocated from the Police General Operating Budget, Account Code No. 001000.290201.6.610. Warshaw REFERENCES: Emergency Rental City Manager — ENCLOSURES: RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution ratifying the City Manager's emergency action authorizing the rental of twenty-eight (28) Portable Air Conditioning units, in the amount of $7,000. BACKGROUND: These units were needed during the installation of a new cooling tower at the Miami Police Department Headquarters building. Construction began earlier than expected, increasing the time that the air conditioning would be non -operational during working hours. As a result, eighteen (18) units originally rented were not sufficient to cool the large number of employees in different areas of the department. Ten (10) additional units were requested to insure the safety and well being of those employees. The portable units were rented at a cost of $250 per week. The Police Department is in immediate need of additional portable air conditioning units during the installation of a new water tower at the main headquarters building. Construction began earlier than expected, increasing the time that the air conditioning would be down during working hours. The 18 units originally rented have been placed throughout the building and are not sufficient to cool a large number of employees in different areas of the department. Ten additional units are being requested on an emergency basis to insure the safety and well being of those employees. The Department has located a supplier, Spot Coolers of Miami, who supplied the original 18 units and can supply an additional 10 units. Because of the amount of time needed for the units, it will be cheaper to rent the units at $250 a week, rather than $100 a day. The total increase in the purchase order is $2,500.
