RESOLUTION NO. 2
A RESOLUTION OF THE MIAMI CITY COMMISSION
ESTABLISHING THE VIRGINIA KEY PARK CIVIL
RIGHTS TASK FORCE FOR A PERIOD NOT TO EXCEED
ONE YEAR, TO ADVISE AND MAKE RECOMMENDATIONS
TO THE CITY COMMISSION REGARDING THE FUTURE
DEVELOPMENT OF VIRGINIA KEY PARK; SETTING
FORTH SAID TASK FORCE'S PURPOSE, POWERS, AND
DUTIES; AND PROVIDING FOR OFFICERS, MEETINGS;
QUORUMS, AND REQUIREMENTS FOR MEMBERSHIP.
WHEREAS, pursuant to Motion 99-320, adopted May 11, 1999,
the City Commission directed the City Attorney to draft a
resolution to establish a Task Force to advise and make
recommendations to the City Commission related to the future
development of Virginia Key Park; and
WHEREAS, the City Commission, pursuant to Section 2-882 of
the Code of the City of Miami, Florida, as amended, may create
citizens' groups for specific advisory purposes where such groups
existence is limited to a period of less than one year; and
WHEREAS, pursuant to Motion 99-320, the City Manager was
directed not to issue any Requests for Proposals or to engage in
any planning and development activities until such time as said
Task Force has completed and presented its report to the City

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The Virginia Key Park Civil Rights Task Force
("Task Force") is hereby created and established for a period not
to exceed one year.
Section 3. Purpose, Powers and duties. The purpose,
powers and duties of the Task Force are:
(1) To serve in an advisory capacity to the City
Commission and to make recommendations in writing
related to development on Virginia Key; and
(2) To issue a final report six months from the date
of this Resolution, or later, if deemed necessary
by the City Commission.
Section 4. Membership, qualifications. The Task Force
shall. consist of fifteen (15) members who shall serve without
compensation, but shall be reimbursed for necessary expenses
incurred in official duties, as may be determined and approved by
the City Commission, and shall be composed as follows:
(1) Two (2) individuals appointed by the Mayor who
shall be a qualified elector of the City of Miami.
(2) Five (5) individuals, one (1) appointed by each
member of the City Commission, who shall be
qualified electors of the City of Miami.

(3) Eight (8) individuals, appointed by the Commission
at -Large, representative of organizations and
individuals who have historical ties to the
community and have a particular interest in the
development of Virginia Key.
Section 5. Officers. The members of the Task Force
shall select and designate from its members a chairman, and such
other officers as may be deemed necessary, who shall serve at the
pleasure of the Task Force.
Section 6. Rules of procedure. The Task Force may adopt
its own order of business and rules of procedure governing its
meetings, and actions on matters within its jurisdiction, not
inconsistent with the provisions set forth herein, which rules of
procedure shall be filed with the City Clerk. Copies of minutes
of all Task Force meetings shall be furnished to the Mayor,
Commissioners and the City Manager.
Section 7. Meetings and quorum. All meetings of the
Task Force shall be open to the public. A majority of the Task
Force members present shall constitute a quorum for the purpose
of convening any meeting. An affirmative vote of not less than
fifty percent (50%) of the members present and voting at any
meeting is required for any action to be taken by the members.
Section 8. Assignment of personnel. It shall be the
duty of the City Manager to provide full cooperation and
sufficient administrative support to the Task Force, including
assignment of personnel and administrative support when requested
by the Task Force, which shall include the services of an
individual to maintain minutes of meetings and Task Force

notices, file reports and perform all other necessary support
functions.
Section 9. Notices and Filing of Records. It shall be
the duty of the City Clerk to comply with applicable laws related
to public notice and filing of records.
Section 10. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor Y

lr If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

Pursuant to Motion 99-320, adopted May 11, 1999, I was directed by the City Commission to
draft a resolution to establish a task force to advise and make recommendations to the City
Commission regarding the future development of Virginia Key Park.
The attached proposed resolution, if adopted, will establish the Virginia Key Civil Rights
Task Force for a period not to exceed one year, and set forth its purpose, powers, and duties,
— and provide for officers, meetings, quorums, and requirements for membership for said task
force.
