RESOLUTION NO. 99 - 3
A RESOLUTION OF THE MIAMI CITY COMMISSION
SUPPORTING THE KYOTO PROTOCOL ON CLIMATE
CHANGE AS A MEANS TO REDUCE GREENHOUSE GAS
EMISSIONS AND STABILIZE THE GLOBAL
ATMOSPHERE; DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THE HEREIN RESOLUTION TO
THE OFFICIALS DESIGNATED HEREIN.
WHEREAS, the United Nations' Intergovernmental Panel on
Climate Change ("IPCC") has concluded that the global climate is
warming and has projected an increase in global mean surface
temperatures of 2 to 6 degrees Fahrenheit by the end of the 216`
century, leading to an increase in sea level of 6 to 37 inches;
and
WHEREAS, the expected effect in the environment is
anticipated to have a negative impact on quality of life and the
lives of future generations; and
WHEREAS, on December 11, 1997, the United States, the
European Union and Japan entered into an agreement ("The Kyoto
Protocol") to begin the process of addressing climate change,
where upon, subject to ratification of the U.S. Senate, the
United States agreed to reduce carbon emissions by 701 below 1990

levels by the year 2012;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City of Miami supports the Kyoto Protocol
on Climate Change as a means to reduce greenhouse gas emissions
and stabilize the global atmosphere as a step towards maintaining
the health and quality of life for future generations.
Section 3. The City Clerk is hereby directed to transmit
a copy of this Resolution to Senators Bob Graham and Connie Mack
for their assistance in ratifying the Kyoto Protocol in the
Senate.
Section 4. This Resolution shall become effective

immediately upon its adoption and signature of the Mayor.''-'

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
