A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING AN INDIVIDUAL AS AN ALTERNATE
MEMBER OF THE BROWNFIELDS ADVISORY BOARD FOR
A TERM AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual is hereby appointed
as an alternate member of the Brownfields Advisory Board, to
serve a term expiring February 9, 2000:

The Brownfields Advisory Board was created to ensure effective involvement in an advisory role
in the planning, implementation, and annual assessment of the rehabilitation and economic
development activities within the areas designated by the City Commission as the Brownfields
Redevelopment Area, with regard to future land use, local employment opportunities, community
safety and environmental justice. The City of Miami Brownfields Redevelopment area consists of
sites targeted for redevelopment which have been overlooked by investors due to perceived or
actual environmental contamination. The area includes industrial and liberal commercial portions
of Wynwood, Allapattah, and Overtown. Qualifying redevelopment projects initiated within the
area are eligible to receive financial and other incentives from local, state, and/or federal
government.
Our office has advertised for applications to said board pursuant to requirements set under
Ordinance 11652. Members shall be persons of knowledge, experience, mature judgment and
background having ability and desire to act in the public interest in order to make informed and
equitable decisions concerning the Brownfields Redevelopment Area.
Three appointments are needed at this time. Commissioners Sanchez and Regalado have not
made any nominations yet. Appointments need to be made from applicants on file.
• One appointment needed for resident within or adjacent to the Brownfields
Redevelopment area. The applicants are: Regina Davis Jackson, Cynthia Quinn.
• One appointment needed for business owner within Brownfields redevelopment area,
who need not be a resident of the City of Miami. No applications were received.
• One appointment needed for alternate member. The applicants are: Regina Davis
Jackson, Cynthia Quinn, Lorenzo A. Rodriguez.

For your information, attached please find a copy of the current membership of said board. By
copy of this memorandum, we are requesting the Agenda Office to place this issue on the May
11, 1999 agenda. Our office readvertised for additional applications in April 1999, but no further
applications were received. This issue was deferred from the February 9"' and March 23, 1999
Commission meetings.

Dear City of Miami Brownfields Advisory Board:
Please except this cover letter, indicating my desire to take part and serve along with the City of
Miami's Brownfields Advisory Board.
My knowledge and expertise regarding Brownfields Redevelopment and the Brownfields
Redevelopment area is derived from my many years of experience living in the greater Miami area.
Having, grown up in this area, I have watched how my neighborhood and other neighborhoods have
evolved. The cultural and ethnic diversity that has arisen in my area, has influenced many positive
attitudes and at the same time has brought to my attention the need for certain enhancements to be
brought forward to benefit our neighbors.
As I furthered my education, I've always felt the need to be an advocate for the area in which I live
in. Although, I have no complaints or regrets about where I lived most of my life. I do feel there
are certain areas where there can be improvements made. Being chosen to serve on this board, I am
confident that my input will be beneficial. For sure I intend to be open minded, sensitive, cautious,
and aware of the needs of the area, my fellow neighbors, and what is best for the city of Miami.
My interest in serving on the city of Miami Brownfields Advisory Board, is first of all an honor to
sit in a such an important decision making position. Secondly, this gives me a forum to present to
the board issues that are important to my community which may have been overlooked. The
opportunity to have a voice in certain issues that directly affects the lives of other, is a very special
thing to me. With my extensive back ground as a Health Care professional, I have always looked
out for the interest of others, sometimes putting my own personal feelings and wants aside to assist
those less fortunate. In regards to any conflicts of interest which might be associated with me
serving on this board, I do feel that I can be fully objective and genuine in dealing with the needs
of the community, solely for the basis to receive personal satisfaction and gratification for helping
the community. Therefore, I have no conflicts of interest -that would affect any decision or input that
I present to this board.
In closing, again i would like to reiterate to the board that I will be honored to serve as an advocate
} for the people. Thank you very much for the opportunity and look forward to begin this great journey
to rebuild Miami as we approach the new millennium.

Dear Friends:
Brownfields are abandoned or underutilized properties which are unsightly, neglected.
environmentally unsafe which negatively affect entire neighborhoods. These
approximately 16,500 sites are ' most often found in poor communities in 126 cities
representing an alarming 47,000 acres of wasted opportunity to create jobs, increase local
tax bases and revitalize neighborhoods.
I currently reside in the heart of the Wynwood/Overtown Brownfields Redevelopment
Area which includes NW 28 Street to NW 15 Street and NW 27 Avenue to Biscayne Bay.
It is very discouraging and frightening to walls past these neglected, abandoned areas
where drug addicts and drug dealers are found, as well as other criminal activities taking,
place. It's equally discouraging to see young people hanging out with nothing to do _
because there are no job opportunities, often resorting to crime and truancy.
If you're not part of the solution, you're part of the problem. In my opinion, apathy is
greatest impediment to community revitalization and redevelopment. As a resident of the
Overtown/Wynwood community, I consider it my responsibility to contribute to making
my community environmentally safe. Serving on the City of Miami Brownfields
Advisory Board will be an excellent way for me to meet my individual responsibility as a
citizen, as well as educate and encourage my neighbors to become a part of the solution.
