RESOLUTION NO. 9 9 — 342
A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING AN INDIVIDUAL AS A MEMBER OF THE
COMMUNITY RELATIONS BOARD FOR A TERM AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual is hereby appointed
as a member of the Community Relations Board, for a term to be
determined by lottery at the first meeting of the Board (four
members' terms shall expire in January 31, 2000; four shall
expire on January 31, 2002; and four shall expire on January 31,
2002, or until the nominating Commissioner leaves office,
whichever occurs first):

The Community Relations Board was created to (1) To serve in an advisory capacity to the
City Commission; (2) to foster mutual understanding, tolerance, and respect among all
economic, social, religious and ethnic groups in the City of Miami; (3) to make studies in the
field of human relations; (4) to attempt to act as conciliator in controversies involving
community relations; (5) to cooperate in the development of educational programs dedicated to
the improvement of community relations with, and to enlist the support of, civic leaders, civic,
religious, veterans, labor, industrial, commercial and eleemosynary groups; and private agencies
engaged inn the inculcation of ideals of tolerance, cultural respect and understanding; (6) to
prepare studies, and have studies made, in the field of community relations, and to prepare and
disseminate reports of such studies; (7) to recommend to the Mayor, Commissioners, and the
City Manager such ordinances to carry out the purposes of the provisions set forth herein; (8) to
submit an annual report to the Mayor, Commissioners, and the City Manager; and (9) to make
recommendations regarding grants and donations on behalf of the City from foundations and
others for the purpose of carrying out the above listed functions, subject to approval by the City
Commission.
This is a newly created board with twelve (12) members and a seven (7) member steering
committee to serve the board in an advisory capacity. Five board appointments and three
steering committee appointments are needed at this time:
Board: members shall be residents of the City of Miami, with an outstanding reputation
for community pride, interest, integrity, responsibility, and business or professional ability.
Board members shall be broadly representative of the social, racial, religious, linguistic,
cultural and economic groups comprising the population of the City of Miami.
• Mayor Carollo appoints two members.
• Commissioner Teele has two nominations for two vacancies.
• Chairman Plummer has one nomination for one vacancy.
Steering Committee:
• Mayor Carollo appoints one member (individual that Mayor feels will best represent him).
• Commissioner Teele has one nomination (individual that the appointing Commissioner
a feels will best represent him).

• Vice Chairman Gort has one nomination (individual that the appointing Commissioner
feels will best represent him).
The initial board shall have four members whose terms expire in January 31, 2000; four to expire
in January 31, 2001 and four to expire in January 31, 2002, or until the nominating
Commissioner leaves office, whichever occurs first. The length of said terms shall be
determined by lottery at the first meeting of the Board. The members of the Steering Committee
shall serve at the will of and for the length of time determined by the designating elected official,
or until the nominating Commissioner leaves office, whichever occurs first.
For your information, attached please find a copy of the current membership of said board. By
copy of this memorandum, we are requesting that the Agenda Office place this issue on the April
27, 1999 agenda. This issue was deferred during the March 23, 1999 Commission meeting.

CULTURAL AND FINE ARTS BOARD (s members) 5.2
AUTHORITY: Ordinance 11716, Code Sec. 2-881
PURPOSE: To make recommendations and guide the city Commission its determination as to whether any art shall
be accepted or acquired by the city Commission. To seek and encourage public participation in all
cultural and fine arts events; to attract art programs of other governmental, private or public agencies to
the City. To coordinate and originate cultural activities within the City. To qualify community events
as being officially recognized. To establish a Miami Art Museum and such branches as are necessary,
subject to approval of the City Commission. To recommend acquisition of works of art by the City to be
used and made available for the cultural betterment of the City of Miami. To appoint artists or other
knowledgeable individuals as honorary board members, who shall advise and assist the board in the
furtherance of its duties.

QUALIFICATIONS:
One year or until the nominating Commissioner leaves office, whichever occurs first. All members shall
continue to serve until their successors have been appointed and qualified. '
The City Commission, with each Commissioner having one nomination.
Shall either be permanent residents of the City of Miami or own real property in the City, or work or
maintain a business in the City, and shall have good reputations for integrity and community service. In
addition, should have demonstrated an interest in the field, activity or sphere covered by the board. Each
board shall include at least one member whose livelihood does not depend on the area regulated,
administered or dealt with by the board. No employee of Miami -Dade County, Florida, or any
municipality therein other than City of Miami employees, shall serve on or be appointed to any Board of
the City of Miami.
