A RESOLUTION OF THE MIAMI CITY COMMISSION
NOMINATING CERTAIN INDIVIDUALS TO REPRESENT
THE NEIGHBORHOODS OF ALLAPATTAH, MODEL CITY,
LITTLE HAVANA AND WYNWOOD ON THE FEDERAL
ENTERPRISE COMMUNITY COUNCIL.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1.

Section 2. The Board of County Commissioners will select
two representatives for Allapattah and one representative for
Model City, Wynwood and Little Havana neighborhoods to serve on
the Federal Enterprise Community Council, said selection to be
considered from the list of individuals proffered pursuant to the
herein Resolution.

The Federal Enterprise Community Council is a Dade County Board created to advise the
Board of County Commissioners on issues regarding the Federal Enterprise Community Strategic
Plan (FECSP) and providing the mechanism by which the FECSP's benchmarks and goals will be
monitored, and performance evaluated.
The City of Miami has eleven (11) members. The neighborhoods of Allapattah, Little Havana,
Model City, Overtown and Wynwood each have two representative members. The Mayor also has
a representative on said board.
Currently there are five members representing the City whose terms have expired: one is the
Mayor's representative, and four are Commission appointments. There is one additional seat
currently held by Jose de Goti, Sr., representing Little Havana, whose term has not expired, but
since appointed, has only attended one meeting.
There are hvo options for Commission appointments:
OPTION ONE:
• The Commission at -large may reappoint any of the following members whose terms have
expired:
1. Johnny Mathews, representing Allapattah (since appointed, has only attended one
meeting)
2. Lorenzo Rodriguez, representing Allapattah
3. Sabrina Bouie, representing Model City
4. Luis de Rosa, representing Wynwood
5. Jose de Goti, Sr., representing Little Havana (since appointed, has only attended one
meeting). Mr. De Goti's term does not expire until March 2000.

e Each member of the Commission may submit one name and resume per neighborhood
(Allapattah, Model City, Wynwood and Little Havana,). Of those five nominations per
neighborhood, the County Commission will select one member per neighborhood, except for
Allapattah, where two appointments are needed. _
The Mayor Carollo's current representative is Frank Castaneda. Mr. Castaneda's term has
expired and he no longer works for the City. Mayor Carollo may assign a new person by
submitting a letter to the Council.
For your information, attached please find a copy of the current membership of said board. By
copy of this memorandum, we are requesting the Agenda Office to place this issue on the April
13, 1999 Commission agenda.

This letter is a follow up to the letters sent to you on April 7, 1998 requesting your assistance to fill the
City of Miami vacancies on the Federal Enterprise Community Council (FECC). The FECC is
responsible for monitoring the implementation of the Enterprise Community Strategic Plan in order to
meet the contractual requirements of USHUD and the State of Florida.
The City of Miami has eleven (11) representatives in the Council, two (2) for each community within
the boundaries of the Federal Enterprise Community for a total of ten (10), and the Mayor's designee.
The Council, composed of 28 members, serves in staggered terms of one, two, and three years. The
term of the Mayor's representative (Frank Castaneda) and the representatives of the following _
communities have already expired or are about to expired.
1- Wvnwood
William Rios - term expired on March 1998 r
Luis de Rosa - term will expire on March 1999
2-Model City
Sabrina Bouie - term will expire on March 1999
3- LittIe Havana
Frank Johnson- term expired on March 1998
Jose de God - term will expire on March 2000 (since appointed has only attended one
meeting)
4- Allapattah
Lorenzo Rodriguez - term will expire on March 1999
Johnny Mathews - term will expire on March 1999 (since appointed has only attended
one meeting)
To allow continuity of the Council activities and to meet quorum, vacancies must be filled. There are
two options to fill the community residents vacancies; the City Commission can reappoint the current

member or can select five (5) residents for each community and submit to the Office of Community
and Economic Development (OCED) their names and resumes to be presented to the Board of County
Commissioners (BCC) for selection of a new member. A letter from the Mayor of City of Miami
designating his appointee is sufficient to fill his designee's vacancy_
Because the City's representation in the FECC is substantial, the absence of its representatives affects
the Council ability to perform the duties for which the FECC was charged . As the Chairperson of the
FECC, I respectfully request your diligent response to this request.

Enclosed please find a letter from Mr. Otis T. Wallace, Mayor of City of Florida City,
recommending the reappointments of Gloria Davis and Lovey Clayton as the two Florida
City representatives on the Federal Enterprise Community Council. The two year terms
of both members expired and the Ordinance that created the FECC required that
members be reappointed the same way they were appointed.
Also, the City of Miami Commission passed and adopted Resolution 98-876.1
nominating two new members to the FECC for the areas of Wynwood and Little Havana.
The resumes of both nominees, Aries Carbailo for Little Havana, and Dorothy Quintana
for Wynwood are enclosed.
Kindly submit to the Board of County Commissioners for ratification the nominations to
the FECC of the City of Florida City and the City of Miami Commission.
