RESOLUTION NO. 9 9- 326
A RESOLUTION OF THE MIAMI CITY COMMISSION
AMENDING SECTION 2 OF RESOLUTION 98-620,
ADOPTED JUNE 23, 1998, ACCEPTING THE FINDINGS
OF THE SELECTION COMMITTEE THAT, PURSUANT TO
THE REQUEST FOR PROPOSALS ("RFP"), BELLSOUTH
BUSINESS SYSTEMS, IS THE MOST QUALIFIED
PROVIDER OF FRAME RELAY NETWORK SERVICES FOR
THE CITY OF MIAMI'S COMMUNICATIONS
INFRASTRUCTURE; THEREBY ADDITIONALLY
PROVIDING FOR EQUIPMENT BEING SUPPLIED BY THE
SUBCONTRACTOR IDENTIFIED IN THE RFP,
COMMUNICATIONS CONCEPTS, INC., TO BE INVOICED
TO THE CITY AND PAID BY THE CITY DIRECTLY TO
COMMUNICATIONS CONCEPTS, INC.
WHEREAS, Resolution 98-620, adopted June 23, 1998, accepted
the findings of the Selection Committee that, pursuant to the
Request for Proposals ("RFP"), BellSouth Business Systems, is the
most qualified provider of frame relay network services for the
City of Miami's communications infrastructure and authorized the
City Manager to negotiate and execute an agreement, in a form
acceptable to the City Attorney, with BellSouth Business Systems
for an initial period of three years, at an estimated annual cost
not to exceed $300,000, with the option to extend for two
additional one year periods; and
Whereas, in the RFP response, BellSouth Business Systems
identified Communications Concepts, Inc. as a subcontractor for
the purpose of supplying certain equipment needed to implement

the frame relay network; and
Whereas, due to tariff restrictions, BellSouth Business
Systems, Inc. is unable to invoice the City and receive payment
for the equipment being provided by Communications Concepts, Inc.
WHEREAS, Bellsouth was designated as the entity to supply
certain equipment in the contract approved by Resolution No.
98-620 and can therefore be the direct recipient of payments for
same;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. Section 2 of Resolution 98-620, adopted
June23, 1998, is hereby amended as follows:11

If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
amending Section 2 of Resolution 98-620, adopted June 23, 1998, accepting the findings
of the Selection Committee that, pursuant to the Request for Proposals ("RFP"),
BellSouth Business Systems, is the most qualified provider of frame relay network
services for the City of Miami's communications infrastructure and additionally
providing for equipment being supplied by the subcontractor identified in the RFP,
Communications Concepts, Inc., to be invoiced to the city and paid by the city directly to
Communications Concepts, Inc.
BACKGROUND:
Resolution 98-620, adopted June 23, 1998, accepted the findings of the Selection
Committee that, pursuant to the Request for Proposals ("RFP"), BellSouth Business
Systems, is the most qualified provider of frame relay network services for the City of
Miami's communications infrastructure and authorized the City Manager to negotiate and
execute an agreement, in a form acceptable to the City Attorney, with BellSouth Business
Systems for an initial period of three years, at an estimated annual cost not to exceed
$300,000, with the option to extend for two additional one year periods. In the RFP
response, BellSouth Business Systems identified Communications Concepts, Inc. as a

SELECTION COMMITTEE THAT, PURSUANT TO THE
REQUEST FOR PROPOSALS ("RFP"), BELLSOUTH BUSINESS
SYSTEMS, IS THE MOST QUALIFIED PROVIDER OF FRAME
RELAY NETWORK SERVICES FOR THE CITY OF MIAMPS

CITY MANAGER TO NEGOTIATE AND EXECUTE AN

WHEREAS, the Information Technology Department needs to secure a contract for
frame relay services to be utilized on an as -need, when -needed citywide basis, pursuant to
Bid. No. 97-98-089, for three years with the option to extend for two additional one year
periods; and
WHEREAS, the frame relay services will establish a reliable, high-speed data
communications link between various city facilities; and
WHEREAS, Request for' Proposals were mailed to 24 firms seeking a broad range of

responses from frame relay providers to furnish a frame relay network for the City of
Miami's communications Infrastructure; and
WHEREAS, the Selection Committee evaluated the single proposal received June 3,
1998, In response to the city's RFP, and found that BellSouth Business Systems, the sole
respondent, was responsive in all aspects of the proposal and the committee unanimously
recommended the acceptance of this proposal and the selection of BellSouth Business
Systems as the provider of this service; and
WHEREAS, funding is available, In an amount not to exceed 4300,000 annually, from the Department of Fire-R®scue Capital Improvement Project No. 313232, account -
code no. 289401840, and, with prior budgetary approval, from the budgets of the using
departments;
NOW, THEREFORE, 9E IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;

7. In South Florida BellSouth currently has 110 full time employees in the customer service department.
8. BellSouth will act as the prime contractor in any resultant contract. Communication Concepts, Inc. will act as
subcontractor.
9. BELLSOUTH ACCOUNT TEAM
Your BellSouth Account Team are some of the best trained and qualified people in the industry when it comes
to handling your Communications needs. They are a resource that you can use to extend you own in-house
expertise and staffing. The following is a brief synopsis of the primary duties of each of these Team members.
Account Manager -- Evelyn Wulff Account Manager is the leader of the Account Team and has
responsibility for your account and your satisfaction with BellSouth. Your Account Manager wants to know
you and your industry. She is responsible for being a Partner to you and The City of Miami in resolving
communications issues, participating in strategic planning and providing solutions with assistance from other
Team Members and available resources. She want to help your business succeed.
Systems Designer -- David DelGreco is the Systems Designer is responsible providing technical expertise on -
BellSouth Products and Services to the Account Team. He is responsible for researching unique applications
tailored just for your Communications needs. —
Project Manager -- Teary Jaycox is the Project Manager responsible for the successful implementation of the
product and services that BellSouth provides to you. His responsibilities include coordination with other -_
vendors, interdepartmental, and facility availability. _
Service Consultant - Nancy Alvarez is the Service Consultant that supports and implements sales made by the _
Account Team. She assist in coordination of interdepartmental activities, update Customer information, issue
service orders, and organize Customer meetings as needed for successful implementation.
Customer Service Assistant -- Sandy Lohr is the CSA that negotiates billing inquiries, adjustments, and
service order activity from Customers as well as the Account Team. She handles Collections and determine _
credit requirements.
Service Manager -- George Grace is the Service Manager. The primary role of the Service Manager in
BelISouth is to ensure the proper operation of all communications services provided to the customer by
BellSouth. The Service Manager is directly responsible for customer satisfaction and will act as the customer's
} advocate within BellSouth. The Service manager is responsible for identifying existing or potential problems of
a critical, long-term, or common nature and resolve them to the customer's satisfaction. The Service Manager
