J-99-401 4/27/99 RESOLUTION No. 9 9— V L 10 A RESOLUTION OF THE MIAMI CITY COMMISSION BY A FOUR FIFTHS (4/5THs) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING THAT AN EMERGENCY EXISTS AND ACCEPTING THE BID OF ELECTRICAL CONTRACTING SERVICE, INC., IN THE PROPOSED AMOUNT OF $39,500, TOTAL BID PROPOSAL FOR THE PROJECT ENTITLED "GROVE KEY MARINA - TRANSFORMER MAT IMPROVEMENTS, B-6312"; ALLOCATING FUNDS THEREFOR FROM PROJECT NO.311016, AS APPROPRIATED BY THE FISCAL YEAR 1998-1999 APPROPRIATIONS ORDINANCE NO. 11705, AS AMENDED, IN THE AMOUNT OF $39,500, CONTRACT COST, $5,925, ESTIMATED EXPENSES, IN THE ESTIMATED TOTAL COST OF $45,425; AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY. WHEREAS, the transformer mat located adjacent to the Grove Key Marina hanger provides electricity to City Hall and City owned property; and WHEREAS, Florida Power and Light determined frequent power outages were caused by the age and obsolescence of its high voltage equipment andthat the equipment should be replaced; and WHEREAS, said transformer mat contains Florida Power and Light and City high voltage equipment that requires relocation CUT CO:USSYON NE MG OF, MAY 1 1 1999 Reuoludon No. a Ck 319_ kI- i 14. above base flood criteria and WHEREAS, Florida Power and Light cannot replace its equipment until the City's electrical equipment is brought to current code requirements; and WHEREAS, the City Manager has made a written finding that the repairs constitute a valid public emergency; and WHEREAS, the Department of Public Works solicited informal bids from seven (7) qualified contractors; and WHEREAS, the sealed bids were received March 16, 1999; and WHEREAS, the City Manager and the Director of the Department of Public Works recommend that the bid from Electrical Contracting Service, Inc. be accepted as the lowest responsible and responsive bid; and WHEREAS, the Fiscal Year 1998-1999 Appropriations Ordinance 11705, as amended, appropriated monies for the proposed amount of the contract, project expenses and incidentals under Project No. 311016; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this resolution are hereby adopted by reference hereto and incorporated herein as if fully set forth in this - 2 - 99 319 Section. Section 2. By four -fifths (4/5`h) affirmative vote of the members of the City Commission, ratifying, approving and confirming the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids, and approving the repair of the transformer mat at Grove Key Marina, by Electrical Contracting Service, Inc., in the amount of $39,500, contract cost, $5,925, estimated expenses, for the estimated total cost of $45,425, with funds therefor hereby allocated from Project No. 311016 as appropriated by the Fiscal Year 1998-1999 Appropriations Ordinance 11705, as amended Section 4. The City Manager is hereby authorized!' to execute a contract, in a form acceptable to the City Attorney, with Electrical Contracting Service, Inc. for "Grove Key Marina - Transformer Mat Improvements, B-6312" total bid of the proposal. Warshaw City Manager RECOMMENDATION DATE : MAY 3 19N FILE : SUQJECT : Grove Kev Marina - Transformer Mat Improvements REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution ratifying, confirming and approving the findings of the City Manager of an EMERGENCY at the transformer mat located adjacent to the Grove Key Marina hangar; authorizing the City Manager to enter into a contract on behalf of the City with Electrical Contracting Service, Inc., whose principal is Charles H. Floyd, president, a company located in Hialeah, Florida, for the project: GROVE KEY MARINA - TRANSFORMER MAT IMPROVEMENTS, B-6312, received on March 16, 1999, in the amount of $39,500.00 total low bid. BACKGROUND The transformer mat located adjacent to the Grove Key Marina hangar is divided into two (2) areas. The North area contains high voltage FPL equipment that is connected to an underground high voltage "loop" system. This "loop" which serves City Hall is linked to the other transformer mats in the Dinner Key area. The South area contains City owned and maintained electrical service equipment that serve the Grove Key Marina area and other adjacent City facilities. Grove Key Marina, which includes Scotty's Landing Restaurant, occupies property leased by the City. In 1998, power outages at City Hall prompted FPL to investigate their equipment. FPL found its equipment to be old, obsolete and deteriorated as a result of the salt air environment. FPL has also determined that this equipment may fail at any time. City Hall now receives electrical service from another transformer mat that is connected to the "loop". However, Grove Key Marina continues to be affected by power outages. This transformer mat is the City's responsibility with the exception of the FPL equipment. For this reason the City must replace the metal fence around the mat and relocate the electrical equipment above base flood criteria. FPL is prepared to upgrade its equipment but cannot proceed until the City begin its repair work. BACKGROUND As a result of power outages at City Hall in 1998, FPL found that its high voltage equipment located at the Grove Key Marina transformer mat is old, obsolete and needs to be replaced. Miami City Hall is .fed from an underground FPL high voltage "loop" system that links the various transformer mats in the Dinner Key area. Further power outages at City Hall were prevented when FPL began supplying power from another transformer mat. The problematic transformer mat also contains City owned electrical equipment that must be relocated above base flood criteria. This equipment serves the Grove Key Marina and other adjacent City facilities. Grove Key Marina, which includes Scotty's Landing Restaurant, occupies property leased by the City. The repair and maintenance of this transformer mat are the City's responsibility with the exception of the FPL equipment. On March 16, 1999, informal competitive sealed bids were received for the project entitled Grove Key Marina - Transformer Mat Improvements, B-6312. The lowest responsible and responsive bidder was determined to be Electrical Contracting Service, Inc., with a bid of $39,500.00. Funds for this project are available from contributions from FY'99 General Fund, under Project No. 311016, In addition to relocating the City equipment, the project includes the replacement of the metal fence around the mat and the installation of a concrete slab for access to the equipment. The work will be closely coordinated with Grove Key Marina and FPL's project to upgrade its high voltage equipment.
