c� 0 J-99-335 4/27/99 RESOLUTION NO. 9 317 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING OF THE ANTI -DRUG EDUCATION PROGRAM AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $85,000, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBERS 690001, 690002, AND 690003, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U. S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING," AND FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statute 932.7055, as amended, authorize the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Police Department is committed to the education and development of the youth of the community; and WHEREAS, the Anti -Drug Education Program funds organizations that provide the youth of Miami positive character building experiences through participation in its anti -drug education programs; and WHEREAS, funds for this expenditure have not been included in the Police Department's normal operating budget and are CM COmBS$ion MEETING or MAY 1 1 1999 Reb u,sion no. 99- 317 Me I ry. available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditures proposed comply with the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes 932.7055, as amended; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The funding for the Anti -Drug Education Program, is hereby authorized, with funds therefor in the amount not to exceed $85,000, hereby allocated from the Law Enforcement Trust Fund, Project Numbers 690001, 690002, and 690003, such expenditure having been approved by the Chief of Police as complying with the U. S. Department of the Treasury's "Guide to Equitable Sharing" and Florida State Statutes, Chapter 932.7055, as amended. Section 3. FROM: REFERENCES. g City Manager ENCLOSURES: RECOMMEDA'TION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing funding, in the amount of $85,000.00, for the Anti -Drug Education Program. Funding is to be provided from the Law Enforcement Trust Fund, from Project Number 690001, 690002, and 690003. BACKGROUND The Miami Police Department supports organizations such as the Youth of America At Risk, Haitian Support, Inc., Miami Urban Ministries Youth Programs, HIDTA Leadership, and other organizations devoted to the education and prevention of substance abuse. These programs provide tangible incentives, encouragement and positive reinforcement which prepare children to carry on in a civic behavior in spite of adverse social and economic conditions. Additionally, Anti -Drug Education Program funding will be utilized to offer financial support to in-house programs not funded under the Police Department's general operating budget. Since 1997, the Law Enforcement Trust Fund has contributed a total of $55,595.00 to assist with anti -drug education efforts.
