HomeMy WebLinkAboutR-99-0285F i V J-99-356 4/19/99 RESOLUTION NO. 9 9 285 A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER TO APPROVE THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO A REQUEST FOR PROPOSALS, THAT LAW ENFORCEMENT PSYCHOLOGICAL AND COUNSELING ASSOCIATES, INC., IS THE MOST QUALIFIED FIRM TO PROVIDE PRE -EMPLOYMENT PSYCHOLOGICAL SCREENING AND PSYCHOLOGICAL COUNSELING SERVICES TO THE DEPARTMENT OF POLICE; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR AN INITIAL TERM OF TWO YEARS, WITH THE OPTION TO EXTEND FOR TWO ADDITIONAL ONE-YEAR PERIODS, IN AN AMOUNT NOT TO EXCEED $217,000; ALLOCATING FUNDS THEREFOR FROM ACCOUNT CODE NO. 001000.290201.6.270. WHEREAS, the Department of Police requires pre -employment psychological screening of all sworn police applicants; and WHEREAS, the nature of police work requires that the Police Department provide psychological counseling services its sworn personnel; and WHEREAS, Requests for Proposals (RFP) were mailed to nineteen firms seeking a broad range of responses from experienced and qualified firms to provide psychological services to the Department of Police; and WHEREAS, the Evaluation Committee analyzed the sole proposal received in response to the RFP and recommends the Law crff COr+n USSION WETMG OF APR 2 7 1999 RssolucLon ram. 99- 285 I Enforcement Psychological and Counseling Associates, Inc., as the most qualified firm to provide the required professional services; and WHEREAS, the City Manager accepted the findings of the Evaluation Committee that Law Enforcement Psychological and Counseling Associates, Inc., is the most qualified firm to provide pre -employment psychological screening and psychological counseling services to the Department of Police; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Commission hereby accepts the recommendation of the City Manager to approve the findings of the Evaluation Committee that Law Enforcement Psychological and Counseling Associates, Inc., is the most qualified firm to provide pre -employment psychological screening and psychological counseling services to the Department of Police. Section 3. The City Manager is hereby authorized to execute an agreement, in a form acceptable to the City Attorney, with the Law Enforcement Psychological and Counseling Associates, - 2 - ti,. 99- 285 Inc., in an amount not to exceed $217,000, for an initial term of two years, with the option to extend for two additional one-year periods, with funds therefor hereby allocated from Account Code No. 001000.290201.6.270. Funding is to be from the Police General Budget, Account Code No. 001000.290201.6.270. BACKGROUND The Request for Proposal (RFP) Evaluation Committee has analyzed the proposal received from the sole respondent, Law Enforcement Psychological and Counseling Associates, Inc., pursuant to RFP No. 97-98-094 for the provision of pre -employment psychological screening and psychological counseling services. Nineteen (19) RFP invitations were mailed and only one response was received. Law Enforcement Psychological and Counseling Associates, Inc., as the sole respondent, has been deemed by the Evaluation Committee to be responsive in all aspects of the proposal and cost reasonable. Therefore, the Evaluation Committee unanimously recommends the acceptance of this proposal and the selection of Law Enforcement Psychological and Counseling Associates, Inc., as the provider of pre -employment psychological and psychological counseling services for the Police Department. The Department of Police requires pre -employment psychological screening of all sworn job applicants. It was determined that the Proposer did not need a presentation since no other bids were received. Evaluation Criteria: The Proposer were evaluated on the basis of the following criteria, as pre -determined by the City of Miami and included in the RFP: Proposer's Qualification and Experience 20% 2roposer's Ability to Perform Required Services 15% Methodology and Overall Approach to Scope of Work 30% Fee Proposal 20% Minority/Women Participation, if applicable 5% Local Preference, if applicable 10% Total 100% Attached is the tabulation sheet demonstrating the scores by each rater for the above criteria. Final Ranldnj: The following reflects the final score submitted by the Evaluation Committee: 41. Law Enforcement Psychological and Counseling Associates, Inc. Recommended Proposal: total score: 259 average score 86.3 Our review revealed that Law Enforcement Psychological and Counseling Associates, Inc. was responsive and cost reasonable, thus the recommendation to be forwarded to the City Commission for consideration.
