HomeMy WebLinkAboutR-99-0258c- J-99-337 4/1599 = RESOLUTION NO. 1 5 8 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT A - LEGISLATIVE LINE ITEM GRANT IN THE AMOUNT OF $300,000 FROM THE STATE OF FLORIDA DEPARTMENT _ OF ENVIRONMENTAL PROTECTION, FOR THE MIAMI = RIVERWALK - RIVER CLEAN-UP AND SHORELINE RESTORATION PROJECT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE All NECESSARY DOCUMENTS , IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT. WHEREAS, the 1998 Florida Legislature approved the funding of a legislative line item grant for the Miami Riverwalk, River Clean -Up and Shoreline Restoration Project ("Project") in the amount of $300,000; and WHEREAS, with the acceptance of the 1998 grant, the State of Florida contributed a total of $500,000 to the Project, the initial $200,000 of which was accepted by the City Commission on December 12, 1996, pursuant to Resolution No. 96-911; and WHEREAS, this Project forms part of the larger Capital Improvement Project No. 322064 entitled "Riverside Riverfront CITY COIVMSSION _ MEETING OF — APR 2 7 1999 Aasoludon NO. — { 99- 258 l -- Redevelopment Project"; and WHEREAS, funds will be used for the planning, design and construction of infrastructure and upland improvements of the Lummus Park riverfront; and WHEREAS, it is required that the City enter into an agreement with the State of Florida for the implementation of the $300,000 grant; and WHEREAS, all documents required will be provided by the State of Florida and executed by the City Manager, in a form acceptable to the City Attorney; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorizedY to execute all necessary documents, in a form acceptable to the City Attorney, to accept a legislative line item grant from the State of Florida, Department of Environmental Protection, in the amount of $300,000, for the Miami Riverwalk - River Clean-up and l� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. - 2 - 99- 258 tw_ Shoreline Restoration Project. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. - 3 - 99 - 258 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members DATE of the City Commission FROM: 414::?F�rsaw City Manager SUBJECT CA=23 FILE: State Grant for the Riverside Project REFERENCESCity Commission Meeting of April 27th, 1999 ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to accept a Legislative Line Item Grant, in the amount of $300,000 from the State of Florida Department of Environmental Protection, for the Miami Riverwalk - River Clean-up and Shoreline Restoration Project; further authorizing the City Manager to execute an agreement and any other necessary documents, in a form acceptable to the City Attorney, for acceptance and implementation of said grant. BACKGROUND The State of Florida Department of Environmental Protection has contributed a total of $500,000 for the Miami Riverwalk Clean-up and Shoreline Restoration Project. Of this $500,000, the first $200,000 was accepted by the City Commission on December 12th, 1996, pursuant to Resolution No. 96-911. This project forms part of the larger Capital Improvement Project entitled "Riverside Riverfront Redevelopment Project". The grant will specifically fund the planning; design and construction of infrastructure and upland improvements for the Lummus Park riverfront. On March 23Zd 1999, pursuant to Resolution #99-198, the City Commission approved the hiring of professional services for the Riverside Project, utilizing funds previously appropriated to this project. The Real Estate and Economic Department is hereby requesting acceptance of the grant and for authorization for the City Manager to enter into an agreement with the State of Florida for the implementation of the $300,000 grant.
