A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF KIDS OUT OF TROUBLE,
AND ALLOCATING FUNDS THEREFOR, IN AN AMOUNT
NOT TO EXCEED $14,000, FROM THE LAW
ENFORCEMENT TRUST FUND, PROJECT NUMBERS
690001, 690002, AND 690003, SUCH EXPENDITURE
HAVING BEEN APPROVED BY THE CHIEF OF POLICE
AS COMPLYING WITH THE U. S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING," AND
FLORIDA STATE STATUTES, CHAPTER 932.7055, AS
AMENDED.
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statute 932.7055, as
amended, authorize the expenditure of forfeiture cash or proceeds
for certain law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Police Department is committed to the education
and development of the youth of the community; and
WHEREAS, Kids Out of Trouble, will provide the youth of
Miami positive character building experiences though participation
in organized sports such as baseball; and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and

are available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes 932.7055, as
amended;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The funding for Kids Out of Trouble, is
hereby authorized, with funds therefor, in the amount not to
exceed $14,000, hereby allocated from the Law Enforcement Trust
Fund, Project Numbers 690001, 690002, and 690003, such
expenditure having been approved by the Chief of Police as
complying with the U. S. Department of the Treasury's "Guide to
Equitable Sharing" and Florida State Statutes, Chapter. 932.7055,
as amended.
Section 3. This Resolution shall become effective

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing funding, in the amount of $14,000, for the Kids Out of Trouble. Funding is to be
provided from the Law Enforcement Trust Fund, from Project Numbers 690001, 690002 and
690003.
BACKGROUND
The Miami Police Department supports organizations like the Kids Out of Trouble. This
organization reaches boys and girls between the ages of 10 and 19, in economically depressed
areas, and offers them an opportunity to learn and play the game of baseball. The organization is
made up of retired professional baseball players who teach children the fundamentals of the game
of baseball. The children will join teams and participate in several tournaments throughout the
year. Kids Out of Trouble is currently operating out of Gibson Park, reaching between 40 - 50
children, with clinics offered Monday and Tuesday afternoon, and all day on Saturday.
