RESOLUTION NO. 9 9_ 255
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING AN INCREASE IN THE FUNDING FOR
THE ALTERNATIVE PROGRAMS, INC., IN THE AMOUNT
OF $80,000; ALLOCATING FUNDS THEREFOR FROM
THE LAW ENFORCEMENT TRUST FUND, PROJECT NOS.
690001, 690002 AND 690003, SUCH EXPENDITURES
HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE
AS COMPLYING WITH FLORIDA STATUTES, SECTION
932.7055, AS AMENDED, AND THE U.S. DEPARTMENT
OF TREASURY, "GUIDE TO EQUITABLE SHARING."
WHEREAS, Florida Statute 932.7055, as amended, and the U. S.
Department of Treasury "Guide to Equitable Sharing" authorize the
expenditure of forfeiture proceeds for law enforcement and
anti -drug educational purposes not considered normal. operating
expenses; and
WHEREAS, the Miami Police Department supports the efforts of
Alternative Programs, Inc. which offers support and counseling
services to chemically dependent persons and high risk students
who have been referred to the Program by the courts and law
enforcement agencies; and
WHEREAS, said department has funded this Program for eight
years and wishes to allocate $80,000, to the Program to implement
the "Last Chance" project to be conducted at Phyllis Wheatley,
Douglas and Dunbar Elementary schools; and
WHEREAS, funds to cover this expenditure have not been

included in the Police Department's normal Operating budget and
are available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, the Chief of Police has recommended adoption of this
Resolution and has certified that the expenditures proposed comply
with Florida Statutes 932.7055, as amended, and the U.S.
Department of Treasury, "Guide to Equitable Sharing";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
preamble to this Resolution are hereby adopted by reference
thereto and incorporated as if fully set forth in this Section.
Section 2. Funding of The Alternative Programs, Inc., in an
amount not to exceed $80,000, is hereby authorized, with funds
therefor hereby allocated from the City of Miami Law Enforcement
Trust Fund, Project Nos. 690001, 690002, and 690003, such
expenditures having been certified by the Chief of Police as
complying with Florida Statutes, Section 932.7055, as amended and
the U.S. Department of Treasury, "Guide to Equitable Sharing."
Section 3. This Resolution shall become effective immediately

the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission or upon the effective
date stated herein, whichever is later.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution,
authorizing the supplemental fiuiding of The Alternative Programs, Inc., and allocating funds
therefor, in an amount not to exceed $80,000.00. Funding is to be provided from the Law
Enforcement Trust Fund, from Project Numbers 690001, 690002, and 690003.
aBACKGROUND
The Miami Police Department supports the efforts of those groups responsible for, and dedicated
to, the education of the public in the area of drug abuse. The Alternative Programs, Inc., targets at
risk high school students and chemically dependent persons in need of support and counseling.
Clients are referred to the program by both the courts and law enforcement agencies. These funds
will be used by The Alternative Program to implement "The Last Chance" project in the three
Overtown schools of Phyllis Wheatly, Douglas and Dunbar Elementary. This is the ninth year of
funding this organization.
