J J— 246 A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BID OF FORT LAUDF.RDALE HARLEY DAVIDSON FOR THE LEASING OF CERTIFIED TRAFFIC LAW ENFORCEMENT MOTORCYCLES IN AN AMOUNT NOT TO EXCEED $95,220, FOR THE DEPARTMENT OF GENERAL SERVICES ADMINISTRATION FOR A PERIOD• OF TWENTY-FOUR MONTHS; ALLOCATING FUNDS THEREFOR FROM CAPITAL IMPROVEMENT PROGRAM, "REPLACEMENT OF CITY-WIDE FLEET'', PROJECT NO. 311850. WHEREAS, the existing aging fleet of police motorcycles require replacement; and WHEREAS, the Department of General Services Administration analyzed the bids and determined that leasing its motorcycles would be beneficial to the City, allow the department to replace its entire fleet every two years, and result in substantial savings to the City; and WHEREAS, pursuant to public notice, Invitation for Bids No. 98-99-043R were mailed to six potential bidder; and WHEREAS, only one bid was received on January 13, 1999; and WHEREAS, the lease consists of a total of twenty-three motorcycles at a yearly cost of $4,140 per vehicle including a CITY COMMISSION MEETING OF APR 2 7 1999 Resolution No. 99- 246 two year warranty package, all required accessories (except radios); and WHEREAS, the City Manager and the Director of General Services Administration recommend that the bid from Fort Lauderdale Harley Davidson be accepted as the only responsive and responsible bid; and WHEREAS, funds are allocated from the FY199 General Fund contribution to the Capital Improvement Program, "Replacement of City-wide Fleet'', Project No. 311850; and NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. Lauderdale Harley Davidson, a non -minority / non -local vendor, located at 443 S. SR 7, Ft. Lauderdale, Florida 33317, as per terms and conditions of Bid No. 98-99-043R "Police Motorcycle Lease", for a twenty-four month period, for a total award of $190,440, at an annual cost not to exceed $95,220. Allocating funds therefore for the first year lease payments from the FY '99 General Fund contribution to the Capital Improvement Program, "'Replacement of City - Wide Fleet" p CIP Project %lo_ 3l 185C�_ anti calxnnnnne ...,........�.:.,�.._ .�_ BACKGROUND: The Department of General Services Administration has analyzed the bids and has determined that this lease is beneficial to the City of Miami since it allows us to replace the entire existing aging fleet of motorcycles. Six (6) invitations for bids were mailed, and one response was received. This is the third time that a bid for these motorcycles has been issued. The new leased Harley Davidson motorcycles come with a full two year warranty package, all required accessories (except radios), and includes full maintenance and repair of all parts (except tires). We shall be leasing a total of twenty-three motorcycles at a yearly cost of $4,140 per vehicle. A two year lease cycle shall enable us to replace the entire fleet every two years with brand new motorcycles, at no additional cost than if we were to purchase new vehicles under a three year replacement program. Additionally, the new motorcycles would be covered under the warranty, maintenance and repair program, resulting in substantial savings to the City. The current fleet of motorcycles must be replaced. The dealer is able to offer this lease program because Harley Davidson motorcycles maintain a high residual value, and the vendor can sell them at the end of the lease period, without these motorcycles counting against their yearly factory allotment.
