HomeMy WebLinkAboutR-99-0223J-99-212 2/26/99 Q (� RESOLUTION NO. 9 9— 223 A RESOLUTION, WITH ATTACHMENT, AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH BILL YATES, FOR A PERIOD OF ONE (1) YEAR, TO DESIGN, DEVELOP AND EVALUATE COMPONENTS FOR THE ESTABLISHMENT OF A COMMUNITY POLICING DEMONSTRATION CENTER, FOR THE MIAMI POLICE DEPARTMENT, IN AN AMOUNT NOT TO EXCEED $34,942; ALLOCATING FUNDS THEREFOR FROM THE COMMUNITY POLICING DEMONSTRATION CENTER GRANT, ACCOUNT CODE NO. 142021.290496.6.270. WHEREAS, the Police Department has been awarded a grant from the U.S. Department of Justice, COPS Advanced Community Policing (ACP) Program for the purpose of developing a Community Policing Demonstration Center; and WHEREAS, the grant stipulates the department is required to have a technical assistance provider integrate an information technology management and criminal justice system and provide other technical services, including records management systems support, crime mapping and analyses, and webmaster functions; and WHEREAS, pursuant to Sec. 18-80 (a)(2)b of the Code of the City of Miami, as amended, it is not necessary to use the JATTACRNE4J 0, CONTAINED CITY COYMSSION MEETING OF MAR 2 3 1999 Resolution No. 99- 223 competitive negotiations process for the procurement of professional services under the amount of $50,000; and WHEREAS, Bill Yates is an electronic information specialist having worked for several years with the U. S. Government and has the expertise to provide the required services for the Police Department; and WHEREAS, funding is available from the Community Policing Demonstration Center Grant, Account Code No. 142021.290496.6.270; NOW, 'THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manger is hereby authorizedY to execute a Professional Services Agreement, in a form acceptable to the City Attorney, with Bill Yates for a period of one (1) year, to design, develop and evaluate components for the establishment of the Community Policing Demonstration Center, for the Miami Police Department, in an amount not to exceed $34,947, with funds therefor hereby allocated from the Community Policing l� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 99- 223 Demonstration Center Grant, Account Code No. 142021.290496.6.270. Section 3. This Resolution shall become effective immediately upon adoption and signature of the Mayoral.
