A RESOLUTION OF THE MIAMI CITY COMMISSION
CONTINUING THE ENGAGEMENT OF GOVTRN=NT
SERVICES GROUP, INC-, NABORS, GIHLIN &
NICKERSON, P.A., AND DAVID M. GRIFFITH &
ASSOCIATES, LTD. ("CONSULTING FIRMS"), FOR
THE PROVISION OF SPECIALIZED CONSULTING
SERVICES FOR THE STRUCTURE, DEVELOPMENT, AND
IMPLEMENTATION OF A NON AD -VALOREM ASSESSMENT
PROGRAM FOR THE FUNDING OF FIRE -RESCUE
SERVICES; ALLOCATING FUNDS THEREFOR, IN THE
AMOK' OF $ 3 9 , 8 75 , PLUS A CONTINGENCY FEE IN
THE AMOUNT OF $20,000, FOR A TOTAL COST NOT
TO EXCEED $59,875, FROM SPECIAL REVENUE
ACCOUNT NO. 110093.280905.270; AUTHORIZING
THE CITY MANAGER TO EXECUTE AN EXTENSION TO
SAID CONTRACT WITH THE CONSULTING FIRMS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, TO
EVIDENCE SAID CONTRACT EXTENSION AND
INCREASED COMPENSATION THEREFOR.
WHEREAS, pursuant to Resolution No. 96-773, adopted October
24, 1996, the consulting firms of Government Services Groups,
Inc., Nabors, Gilbin & Nickerson, P.A., and David M. Griffith &
Associates, Ltd. (the "consulting firms°), were engaged to assist
the city with the creation and implementation of a Fire -Rescue
Assessment Program, in an amount not to exceed $200,000; and
WHEREAS, pursuant to Resolution No. 98-420
adopted April
28, 1998, the city continued the engagement of the consulting
firms, in an amount not to exceed
$95,000, to implement the
Fire -Rescue Assessment Program using the uniform method of tax

collection for the FY 198-99 Fire -Rescue Assessment; and
WHEREAS, it is necessary for the Department of Fire -Rescue
to continue the engagement of the consulting firms, in an amount
not to exceed $60,000, to implement the Fire -Rescue Assessment
Program, using the uniform method of tax collection, for the
FY '99-2000 Fire -Rescue Assessment; and
WHEREAS, funding for said services is available from Special
Revenue Account No. 110093.280905.270;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The City Manager is hereby authorized to
continue the engagement of Government Services Group, Inc.,
Nabors, Griffin & Nickerson, P.A., and David M. Griffith &
Associates, Ltd., for the provision of specialized consulting
services for the structure, development, and implementation of a
non-advalorem assessment program for the funding of Fire -Rescue
services for FY 199-2000, with funds therefor hereby allocated,
in an amount not to exceed $39,875, plus a contingency fee, in an
amount not to exceed, $20,000, for a total cost of $59,875, from

Section 3. The City Manager is hereby authorizedll to
execute an amendment, in a form acceptable to the City Attorney,
to the contract with the consulting firms, to evidence said
contract extension and compensation therefor.
Section 4. This Resolution shall become effective
immediately upon its adoption and adoption by the Mayor`l.

l� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached
Resolution, continuing the engagement of Government Services Group, Inc., (GSG),
Nabors, Giblin 8t Nickerson, P.A., (NG8LN) and David M. Griffith 8L Associates,
Ltd., (DMG), for the provision of specialized consulting services for the structure,
development and implementation of a non ad -valorem assessment program for the
funding of Fire -Rescue Services. The proposed cost is $39,875, plus a $20,000
contingency, for a total cost of $59,875.00. Funds are available from the Special
Revenue Account # 110093.
BACKGROUND:
Pursuant to Resolution No. 96-773, adopted October 24, 1996, the consulting
firms of Government Services Group, Inc., Nabors, Gilbin 8t Nickerson, P.A. and
David M. Griffith 8L Associates, Ltd., were engaged to assist the City With the
creation and implementation of a Fire Rescue Assessment Program.
Pursuant to Resolution No. 98-420, adopted April 28, 1998, the City of Miami
continued the engagement of Government Services Group, Inc., Nabors, Giblin 8t
Nickerson, P.A. and David M. Griffith 8T Associates, Ltd., for the implementation of
a valid Fire Rescue Assessment Program and the utilization of the uniform method of
tax collection for the collection of the Assessment in FY 98-99.

WHEREAS, the City of Miami, is in the process of developing
and implementing alternative revenue sources relating to fire
rescue services; and
WHEREAS, pursuant to Resolution No. 96-773, adopted

Group, Inc., ("GSG") Nabors, Giblin & Nickerson, P.A. ("NG&N")
and David M. Griffith & Associates, Ltd. ("DMG") were engaged to
assist the City with the creation and implementation of -a fire
rescue assessment program; and
WHEREAS, it is negessary, practical, and advantageous for
the City to continue the engagement of Government Services Group,
Inc., Nabors, Giblin & Nickerson, P.A. and David M. Griffith &
Associates, Ltd., who possess the requisite experience and
specialized expertise in the implementation of a valid fire
rescue assessment program, and the utilization of the uniform
method of tax collection for the collection of the assessment in
FY 95-1999;

THE MEMBERS OF THE CITY COMMISSION,
RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S FINDING THAT A VALID EMERGENCY
EXISTS; DIRECTING THE CITY MANAGER TO ISSUE .A
REQUEST FOR QUALIFICATIONS ("RFQ") FROM
INDIVIDUALS OR FIRMS POSSESSING THE
EXPERIENCE AND ABILITY TO PROVIDE SPECIALIZED
CONSULTING SERVICES TO ASSIST CITY STAFF IN
THE DEVELOPMENT OF A NON AD -VALOREM
ASSESSMENT PROGRAM FOR FUNDING OF FIRE -RESCUE
SERVICES; DIRECTING THE CITY MANAGER TO
ADVERTISE THE RFQ STATEWIDE AND TO ALLOW AT
LEAST TEN (10) DAYS FROM THE PUBLICATION OF
SUCH RFQ BEFORE RECEIPT OF QUALIFICATIONS IN
RESPONSE THERETO; AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND ENTER INTO A
CONTRACT, IN A FORM ACCEPTABLE TO THE CITY

OR FIRM AT A COST OR FEES FOR SAID SERVICES
IN AN AMOUNT NOT TO EXCEED TWO HUNDRED
THOUSAND DOLLARS ($200,000), AND TO BRING
BACK TO THE CITY COMMISSION THE CONSULTANT'S

FOR FINAL APPROVAL OR REJECTION AS TO
IMPLEMENATION BY THE CITY COMMISSION;
ALLOCATING FUNDS THEREFOR FROM THE GENERAL
BUDGET'FOR SAID SERVICES.
WHEREAS, due to the current fiscal emergency of the City of
Miami, time is of the essence in developing and implementing
alternative revenue sources relating to fire -rescue services; and
WHEREAS, it is necessary, practical, and advantageous for
the City to engage a consultant possessing the requisite
experience and specialized expertise in the area of fire -rescue

services, to assist City's staff with respect to current legal
requirements for the implementation of a valid assessment
program, and the tax bill method of collecting the assessment;
and
WHEREAS, Section 18-52.6 of the Code of the City of Miami,
Florida, as amended, provides that in cases of emergency the City
Manager, after the finding of an emergency, may directly purchase
those goods or services which procurement is essential to the
life, health, welfare, safety or convenience of the City subject
to ratification of such findings by 4/5th affirmative -vote of the
City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. By a four -fifths (4/5ths) affirmative vote of
the members of the City Commission, the City Manager's finding
that a valid emergency exists with respect to the procurement of
professional services necessary to assist City staff in the
development of a non ad valorem assessment -program for funding of
fire -rescue services within the City of Miami is hereby ratified,
approved and confirmed.

Section 3. The City Manager is hereby directed tc
advertise a Request for Qualifications ("RFQ") on a statewide
basis soliciting qualifications from individuals or firms
Possessing the requisite experience and specialized expertise in
the area of fire -rescue services, with respect to current legal
requirements for the implementation of a valid assessment
program, and the tax bill method of collecting said assessment,
and to allow at least ten (10) days from the date of publication
of such RFQ before receipt of qualifications in response thereto;
and further, the City Manager is hereby authorized!' to negotiate
and enter into a contract, in a form acceptable to the City
Attorney, with the most qualified individual or firm at a cost or
fees not to exceed two hundred thousand dollars ($200,000), with
funds therefor hereby allocated from the General Budget for said
services.
Section 4. The City Manager is hereby directed to bring
back to the City Commission the consultant's findings and
recommendations concerning the assessment program for fire -rescue
services for final approval'or rejection as to implementation of
such assessment.
Section 5. This Resolution shall become effective
immediately upon its adoption.
