HomeMy WebLinkAboutR-99-0193J-99-223 2/24/99 RESOLUTION NO. 0 9- 193 A RESOLUTION BY A FOUR -FIFTHS (4/5ths) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND APPROVING THE EMERGENCY PROCUREMENT OF PRE -EMPLOYMENT PSYCHOLOGICAL SCREENING & PSYCHOLOGICAL COUNSELING SERVICES FROM LAW ENFORCEMENT PSYCHOLOGICAL AND COUNSELING ASSOCIATES, INC., FOR THE PERIOD JANUARY 1 - APRIL 30, 1999, IN AN AMOUNT NOT TO EXCEED $103,000.00, FOR THE DEPARTMENT OF POLICE; ALLOCATING FUNDS THEREFOR FROM THE FY 98/99 POLICE GENERAL OPERATING BUDGET, ACCOUNT CODE NOS. 001000.290201.6.260 ($65,000) AND 001000.290201.6.270 ($38,000); FURTHER, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THIS SERVICE. WHEREAS, a Request for Proposals (RFP) has been initiated. for the procurement of pre -employment psychological screening and psychological counseling services for the Department of Police; and WHEREAS, said RFP process will be completed and is scheduled for City Commission approval on March 9, 1999, and it is anticipated a final contract will be executed by April 30, 1999; and WHEREAS, during the time from the expiration of the prior contract and prior to final execution of a new contract, the Department of Police must continue to provide the above services CITY COMMS5ION bMETngG OF MAR 2 3 1999 aeow&,u ava 99 193 for its employees for a four month interim period; and WHEREAS, the City Manager approved the emergency procurement of said services for the above time period from Law Enforcement Psychological and Counseling Associates, Inc.; and WHEREAS, funding for this expenditure is available from the FY 98/99 Police General Operating Budget, Account Code Nos. 001000.290201.6.260 ($65,000) and 001000.290201.6.270 ($38, 000) ; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, the members of the City Commission hereby ratify, approve and confirm the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids and approve the emergency procurement of pre -employment psychological screening and psychological counseling services from Law Enforcement Psychological and Counseling Associates, Inc., for the period January 1 - April 30, 1999, in an amount not to exceed $103,000.00, for the Department of Police, with funds therefor hereby allocated from the FY 98/99 Police General Operating Budget, Account Code Nos. 001000.290201.6.260 ($65,000) and - 2 - 39- 193 (Do 001000.290201.6.270 ($38,000). Section 3. The City Manager's issuance of an emergency purchase order for this purpose is further ratified, approved and confirmed. Section 4. Funding is available from the Police General Operating Budget, Account Code Nos. 001000.290201.6.260 ($65,000) and 001000.290201.6.270 ($38,000). BACKGROUND The Police and Purchasing Departments have initiated the Request for Proposal for these services.
