HomeMy WebLinkAboutR-99-0192J-99-221 2/24/99 RESOLUTION NO. 9 9- 19 2 A RESOLUTION BY A FOUR -FIFTHS (4/5THS) AFFIRMATIVE VOTE OF THE MEMBERS OF THE CITY COMMISSION, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDS, AND APPROVING THE EMERGENCY PURCHASE AND INSTALLATION ON AN AIR CONDITIONING UNIT AT THE NEW MARINE PATROL OFFICE LOCATED AT THE MIAMI YACHT CLUB ON WATSON ISLAND FROM TOTAL AIR SERVICES, INC., IN AN AMOUNT NOT TO EXCEED $5,950.00, FOR THE DEPARTMENT OF POLICE; ALLOCATING FUNDS THEREFOR FROM THE POLICE GENERAL OPERATING BUDGET, ACCOUNT CODE NO. 001000.290201.6.840; FURTHER, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S ISSUANCE OF AN EMERGENCY PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, the Police Department's Marine Patrol Unit was required to move from its offices located at the Bayside Marketplace, by January 31, 1999; and WHEREAS, the new location at the Miami Yacht Club is not equipped with air conditioning; and WHEREAS, due to the short time period given in which to relocate the facility, the purchase and installation of an air conditioning unit through the normal bid process was not feasible; and WHEREAS, the City Manager approved the emergency purchase and installation of an air conditioning unit for the new Marine CITY Common 24 EETING OF PAR 2 3 1999 Resolution No. 99- 192 i Patrol Office from Total Air Services, Inc.; and WHEREAS, funding to cover this expenditure is available from the Police General Operating Budget, Account Code No. 001000.290201.6.840; and NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, the Miami City Commission hereby ratifies, approves and confirms the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids and approves the emergency purchase and installation of an air conditioning unit at the new Marine Patrol Office located at the Miami Yacht Club on Watson Island from Total Air Services, Inc., in an amount not to exceed $5,950.00, for the Department of Police, with funds therefor hereby allocated from the Police General Operating Budget, Account Code No. 001000.290201.6.840. Section 3. The City Manager's issuance of an emergency purchase order for this purpose is further ratified, approved and confirmed. Section 4. Funding is available - from the Police General Operating Budget, Account Code No. 001000.290201.6.840. BACKGROUND The Police Department's Marine Patrol Unit was given notice to vacate their current offices, located at the Bayside Marketplace by January 31, 1999. The new location at the Miami Yacht Club on Watson Island is not equipped with air conditioning. Due to the short time in which the relocation must be completed the purchase and installation of an air conditioning unit, through the normal bid process, was not feasible.
