HomeMy WebLinkAboutR-99-0178J-99-215 2/17/99 RESOLUTION NO. 178 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ISSUE A REQUEST FOR PROPOSALS (RFP) SEEKING QUALIFIED PROVIDERS OF MEDICAL EXAMINATIONS AND TO ADMINISTER OTHER MEDICAL SERVICES TO CURRENT AND PROPECTIVE CITY EMPLOYEES, FOR THE DEPARTMENT OF HUMAN RESOURCES; FURTHER DIRECTING THE CITY MANAGER TO SUBMIT HIS RECOMMENDATIONS TO THE CITY COMMISSION, IN RANK ORDER, FOR ITS REVIEW AND CONSIDERATION. WHEREAS, the City of Miami code mandates that the Department of Human Resources establish and maintain medical services to provide medical examinations for newly hired personnel, and annual physical examinations, hepatitis B screenings, and vaccinations for sworn police and fire personnel; and WHEREAS, the current contract for these services will expire on July 31, 1999; and WHEREAS, a Request for Proposals (RFP) must be issued seeking qualified and experienced providers of said services; and WHEREAS, the City Manager shall make his recommendations, in rank order, and submit said candidates to the City Commission for CITY COMMSSION MEETING OF MAR 2 3 1999 Resolution Na 99- 178 consideration; and WHEREAS, funds will be allocated from the General Operating Budgets of the Departments of Human Resources, Account Code No. 001000.270101.6.260, Police Account Code No. 001000.290201.6.260, and Fire Account Code No. 001000.280401.6.260; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to issue a Request For Proposals (RFP) seeking qualified providers of medical examinations and to administer other medical services to current and prospective City employees for the Department of Human Resources. Section 3. The City Manager is hereby authorized to submit his recofarnendations to the City Commission for its review and consideraticn. Section 4. This Resolution shall become effective 99- 178 immediately upon its adoption and signature of the Mayorll. PASSED AND ADOPTED this 23rd day of March , 1999. Warshaw City Manager RECOMMENDATION DATE SUBJECT: Department of Human Resources - Medical REFERENCES: Examinations ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to issue a Request for Proposal (RFP) for the purpose of seeking a qualified provider to perform employment and annual medical examinations for Prospective and current employees and to submit qualified respondent(s) to the Miami City Commission for approval. BACKGROUND Section 2-268 of the City of Miami Code mandates the Department of Human Resources to establish and maintain medical services for prospective and current employees. Additionally, medical examinations are required for sworn personnel pursuant to the Fraternal Order of Police and International Association of Fire Fighters labor agreements. In order to solicit bids in an effort to identify a qualified provider, a RFP must be released by the Chief Procurement Officer that details the specifications and scope of services needed for the medical examinations. The current contract for these services will expire on July 31, 1999. Funding for this project will come from the general operating budgets of the Departments Of Human Resources (Acct. Code - 001000.270101.6,260), Police (Acct. Code - 001000.290201.6.260) and Fire -Rescue (Acct. Code 001000.280401.6.260).
