HomeMy WebLinkAboutR-99-0177J-99-219 3/4/99 RESOLUTION NO. 9 J — 11041,7 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING FOR COSTS INCURRED BY THE DEPARTMENT OF POLICE FOR THE CONTINUED ACCREDITATION OF SAID DEPARTMENT BY THE COMMISSION OF ACCREDITATION FOR LAW ENFORCEMENT AGENCIES, INC. (C.A.L.E.A.) AND THE STATE OF FLORIDA; ALLOCATING FUNDS THEREFOR, IN AN AMOUNT NOT TO EXCEED $55,378.00, FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NUMBER 690003, SUCH EXPENDITURES HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATUTES, SECTION 932.7055, AS AMENDED, AND THE U.S. DEPARTMENT OF TREASURY "GUIDE TO EQUITABLE SHARING." WHEREAS, the Department of Police was awarded national accreditation by the Commission of Accreditation for Law Enforcement Agencies, Inc. (C.A.L.E.A.) and the State of Florida in November 1995, which status was renewed in October 1998; and WHEREAS, accreditation is awarded or renewed every three years and attests to the awardees compliance with exacting professional standards in the field of law enforcement and the timely delivery of law enforcement services; and WHEREAS, the Miami Police Department requires funding to prepare for re -accreditation in October 2001; primarily for CITY COMMSION MEETING OF MAR 2 9 1999 Resolution Na 99- 177 re -accreditation assessment fees based upon the number of department employees, acquisition of computer equipment, internet access, training, travel, books, publications, membership fees, advertising, office supplies and equipment, among others; and WHEREAS, Florida Statute 932.7055, as amended, and the U.S. Department of Treasury "Guide to Equitable Sharing" authorize the expenditure of forfeiture proceeds from the Law Enforcement Trust Fund (11LETF11) for law enforcement purposes not considered normal operating expenses; and WHEREAS, costs for the re -accreditation preparation process have not been included in the Police Department's Operating Budget and said costs qualify for funding from the LETF; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the proposed expenditures comply with Florida Statutes, Section 932.7055, as amended, and the U.S. Department of Treasury "Guide to Equitable Sharing"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted. Section 2. Funding for costs incurred by the Department Of Police for the continued accreditation of the Department by the Commission on Accreditation for Law Enforcement Agencies, Inc. and the State of Florida, is hereby authorized, with funds therefor hereby allocated, in an amount not to exceed $55,378.00, from the City of Miami Law Enforcement Trust Fund, Project No. 690003, such expenditures having been certified by the Chief of Police as 2 9 9 - 177 r complying with Florida Statutes, Section 932.7055, as amended, and the U.S. Department of Treasury "Guide to Equitable Sharing." Section 3. This Resolution shall become effective immediately upon adoption and signature of the Mayor11. PASSED AND ADOPTED this 23rd day of March 1999. Warshaw City Manager REFERENCES: Department of Police ENCLOSURES: Accreditation RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution providing funds for the cost, expenses, and fees incurred in the continued accreditation process of the Department of Police by the Commission of Accreditation for Law Enforcement Agencies, Inc. (C.A.L.E.A.), and the State of Florida, in the amount of $55,378.00. Funding is to be provided from the Law Enforcement Trust Fund, Project Number 690003. BACKGROUND The Department of Police received its nationally recognized C.A.L.E.A. accreditation in November 1995, and this status was renewed in October 1998. The goal of the accreditation process is to improve the delivery of law enforcement services. In order to retain this status, the department must undergo a successful re -accreditation process every three years. The requested funds will provide for the completion of this process through October of 2001. These funds will be used primarily for the following: 1)Assessment fees for re -accreditation based on the full time number of employees employed by our agency, 2) Computer equipment and Internet access, 3) Miscellaneous office supplies and equipment, 4) Travel/Training, 5) Advertising cost, 6) Books, publications and membership fees, and 7) Other expenses related to the on -site mock assessment and final assessment. ,,So DHW: WEO:lmr 9 9 - 177 b� CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM ,1_ TO: A.0vilcuu rn.
