J 17 " A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT, IN THE AMOUNT OF $61,038.61, FROM MIAMI-DADE COUNTY FOR THE DEPARTMENT OF PARKS AND RECREATION, PROGRAM FOR PERSONS WITH DISABILITIES DIVISION, TO BE USED FOR ENGAGING A THERAPEUTIC RECREATIONAL SPECIALIST AND FOR THE PURCHASE OF AN ADDITIONAL HANDICAPPED ACCESSIBLE PLAYGROUND STRUCTURE AT KINLOCH PARK; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT SAID GRANT. WHEREAS, Section 316.1967 Florida Statutes and Section 30-447, Code of Miami -Dade County, Florida ("County Code"), authorize fines to be charged for misuse of specially marked parking spaces for people with disabilities; and WHEREAS, revenues from said fines shall be distributed by Miami -Dade County in accordance with the provisions of Section 30-447 of the County Code; and WHEREAS, pursuant to the fine revenue distribution pattern, Miami -Dade County has awarded the City of Miami, Department of Parks and Recreation, Program for Persons with Disabilities, a grant in the amount of $61,038.61, to engage a Therapeutic CITY COMMSSION MEETING OF MAR 2 3 1999 Resolution No. 9q- 174 Recreational Specialist and to purchase an additional handicapped accessible playground structure at Kinloch Park; and WHEREAS, it is now appropriate for the City Manager to accept said grant; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is hereby authorized to accept a grant, in the amount of $61,038.63, from Miami -Dade County, for the Department of Parks and Recreation, for the engagement of a Therapeutic Recreational Specialist and for the purchase of an additional handicapped accessible playground structure at Kinloch Park. Section 3. Warshaw REFERENCES: Recreation City Manager ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing. the City Manager to accept grant funds in the amount of $61,038.61 from Miami -Dade County for the Department of Parks and Recreation Disabilities Division. The legislation would further authorize the City Manager to execute the necessary document(s) in a form acceptable to the City Attorney for acceptance of said grant. BACKGROUND The Parks and Recreation Department was awarded this grant from Miami -Dade County from funds derived from parking fine money generated from the misuse of specially marked spaces people with disabilities. The funds must be used to improve accessibility and provide equal opportunities the disabled. The funds will purchase an additional handicapped accessible playground structure at Kinloch Park and hire a Therapeutic Recreation Specialist .for the Parks and Recreation Department, Program for Persons with Disabilities. ill A'1.
