HomeMy WebLinkAboutR-99-0145J-99-182 2/10/99 RESOLUTION NO.9 9 - 145 A RESOLUTION OF THE MIAMI CITY COMMISSION DESIGNATING CERTAIN PUBLIC WORKS PROJECTS TO BE UNDERTAKEN IN 1999, 2000, AND 2001, WHICH REQUIRE PROFESSIONAL ARCHITECTURAL AND ARCHITECTURAL LANDSCAPING SERVICES, AS CATEGORY B PROJECTS; APPOINTING CERTIFICATION COMMITTEE OF A NO LESS THAN THREE MEMBERS TO ASSESS THE TECHNICAL QUALIFICATIONS OF RESPONDENTS TO A REQUEST FOR QUALIFICATIONS (RFQ) FOR THE ABOVE PROJECTS; AUTHORIZING THE CITY MANAGER TO APPOINT A SIX MEMBER COMPETITIVE SELECTION COMMITTEE TO LIST THE QUALIFIED CANDIDATES IN RANK ORDER AND TO PRESENT SAID LIST TO THE CITY COMMISSION FOR CONSIDERATION; APPOINTING AN INDIVIDUAL AS CHAIRPERSON OF THE COMPETITIVE SELECTION COMMITTEE. WHEREAS, the City of Miami has scheduled the commencement of several Public Works projects in the years 1999, 2000, and 2001 that will require professional architectural and architectural landscaping services; and WHEREAS, pursuant to Sec. 18-81 of the Code of the City of Miami, Florida, as amended ("City Code"), the projects qualify as Category B projects and the City Manager recommends they be so designated by the City Commission; and WHEREAS, the Department of Public Works does not have sufficient architects and landscape architects on staff to accomplish all of the necessary project work and must issue a CITY C(O1bIIassOm MEETING OF FEB 2 3 1999 Resolution Na 9J- 14r l Request for Qualifications (RFQ) seeking said professionals and WHEREAS, the above services will be paid from expenses allocated to the projects; and WHEREAS, pursuant to Sec. 18-81 of the City Code, the City Commission shall appoint a Certification Committee consisting of not less than three members, all of whom shall be professionals in the field of endeavor or practice involved, to assess the qualifications of the RFQ respondents; WHEREAS, Section 18-81 of the City Code also requires that the City Manager appoint a Competitive Selection Committee to evaluate the qualifications of those persons proffered by the Certification Committee, which committee shall be comprised of no less than six members as follows: 1. one representative of the administrative department charged with overall project responsibility; 2. one representative from a maximum of three departments identified as principal users of the project; 3. Director of the Planning, Building Zoning Department or designee; 4. Director of Finance or designee; 5. City Manager or designee; 6. one or more professionals in the applicable field of practice. WHEREAS, the Competitive Selection Committee shall recommend qualified professionals, in rank order, to the City Manager for evaluation and presentation to the City Commission for its consideration; and WHEREAS, the City Manager recommends that a representative from the Department of Public Works be appointed Chairperson of the Competitive Selection Committee; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY -2- (zO OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Miami City Commission hereby designates certain projects to be undertaken by the Department of Public Works in 1999, 2000, and 2001, and which require nrnfP==innal architectural and architectural landscaping services, as Category B projects. Section 3. The Miami City Commission hereby appoints the following members to the Certification Committee: Section 4. Our office has been in contact with John Jackson and Frank McMahon, of your department, who have informed us that the names of the individuals for said selection committees (six members each) have not been identified to date. We request that said names be forwarded to our office as soon as possible in order to complete our records. Our office has been requested by members of the Administration to provide copies of said resolutions and we are holding said requests pending submittal of the aforementioned requested names by your department. BACKGROUND: The Department of Public Works has determined that it is now in order to select architectural and landscape architectural firms to perform professional services for the City for the 1999, 2000 and 2001 calendar years. The City of Miami has a substantial number of capital Projects including safe Neighborhood Parks Bond (SNPB), Community Development Block Grant (CDBG) and other City department projects already funded and scheduled for the years 1999, 2000 and 2001 which require architectural and landscape architectural services. The funding for SNPB projects and some CDBG projects is subject to spending deadlines that must be met or the City loses the funds. The Public Works Department is insufficiently staffed to accomplish the architectural and landscape architectural work necessary to accommodate all of these projects. In order to meet project schedules and other commitments, it will be necessary to utilize architectural and landscape architectural firms in the private sector for a variety of miscellaneous projects. The Department of Public Works is in the process of preparing "Request for Qualifications" to solicit professional firms in these fields to submit their qualifications. The City Commission's approval is needed for the process to go forward to select qualified architectural firms and landscape architectural firms to render the required professional and technical services. To meet the City's CIP program goals and to provide continuity, it is recommended that a minimum of five (5) qualified architectural J J_ 145 G The Honorable Mayor and Members of the City Commission Architectural and Landscape Architectural for City of Miami Project- 1999, 2000 and 2001: Page two and two (2) landscape architectural firms be engaged to provide services for the various miscellaneous City projects for a basic three (3) year contract term, all in accordance with Section 18-81 of the Miami City Code. In accordance with Ordinance No. 9572, adopted February 10, 1983, the proposed resolution will designate Architectural and Landscape Architectural Services for City of Miami Project - 1999, 2000 and 2001 as a Category "B" Project, select three (3) qualified professionals to the Certification Committee, approve the City Manager's appointment of a Competitive Selection Committee of not less than six (6) members, and appoint a representative of the Public Works Department as Chairperson of the Competitive Selection Committee. 1t is recommended that Allan I. Poms, A.I.A., of the Department of Public Works be appointed Chairperson of the Competitive Selection Committee; and also, it is recommended that Allan 1. Poms, A.I.A., of the Department of Public Works and Enrique Nunez, A.S.L.A. and Jose R. Casanova, R.A. of the Planning Department be appointed as the Certification Committee.
